Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN6), Richmond VA Medical Center, Fiscal Service - Richmond, Virginia. The Budget Analyst supports the VA mission by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component.

Responsibilities

Duties include, but not limited to the following:
  • Monitors and tracks obligation/expenditures through continuing examinations of records and reports ensuring budget reconciliations have been performed.
  • Compiles and determines budgetary requirements and establishes priorities concerning formulation, planning and execution of facility operating budget.
  • Maintains adequate funding levels of all phases of the medial centers operational budget as they pertain to multiple fund control points.
  • Develops and administrates budget execution plans for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprogramming throughout the year.
  • Extracts and converts budgetary data from various financial systems used to prepare and present to service level staff and management of medical center level employees and senior level advisors.
  • Formulates budget estimates for programs in which objectives, work processes, and funding requirements have changed that substantial re-budgeting is required.
  • Prepares quantitative and analytical data reports during the formulation, execution and review processes.
  • Applies statistical techniques and methods for the gathering and interpretation of quantitative information to make recommendations on a variety of budgetary and administrative functions in support Medical center size occupations.
  • Implements procedures and controls to minimize probability of the occurrence of an anti-deficiency violation.
  • Prepares a variety of reports relative to the status of funds, allowances, obligations and expenditures used to advise service level staffing of the status and availability of funds.
  • Obtains and exchanges information with various individual to permit efficient and effective budget planning.
  • Communicate with both administrative and/or clinical personnel within and outside of facility to resolve all issues.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: 8:00am-4:30pm, Monday - Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 grade level. For a GS-09 position you must have served 52 weeks at the GS-07 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience GS-07 : You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience developing and applying auditing techniques and methodologies used to complete on-going and ad-hoc analysis of financial data; Knowledge and ability to apply general guidelines and past practice to situations lacking complete documentation and possible conflict with current practices to ensure the continued conformity of the budgetary requirements, guidelines, plans and objectives. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or Superior Academic Achievement. This education must have equipped you with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a directly related field. (Transcripts required) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education.(Transcripts required).
Specialized Experience GS-09 : You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing, interpreting, and incorporating legislation, appropriation language, Office of Management and Budget (OMB) directives, and other Federal guidelines that pertain to fiscal aspects of federal healthcare; Analyzing financial data to ensure consistency and accuracy with agency compliance with grant requirements; Analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met; Monitoring the execution of a budget with many different sources and types of funding; Reviewing recommendations made during audits to ensure they are in compliance with professional accounting principles, theories, and practices. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree in a related field (or 2 full years of progressively higher-level graduate education leading to such a degree). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Typically, the incumbent sits comfortably to do the work; however, there may be some walking, standing, bending, carrying of light items, such as, papers and books.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
