Summary

This position is assigned to Mental Health Service. The incumbent functions as an Advanced Medical Support Assistant (AMSA) for Mental Health Access (consults), providing administrative support to mental health programs and initiatives through appointment and consult management, collection, compilation, and tracking of data and statistical information, report preparation and disposition of beneficiaries who receive mental health benefits at this medical center.

Responsibilities

The incumbent is the primary point of contact for consult scheduled for multiple subdivisions within the main Mental Health Clinics. The incumbent will perform clerical duties in support of patient care, treatment and clinic administration for the consult process to the main Mental Health Clinics. The incumbent will be the primary point of contact for Veterans referred for treatment services and/or case management services within Mental Health Service. Veterans treated come from a wide geographic area. Their health care and psychosocial problems and needs are complex and require a high degree of sensitivity to issues and problems presented. The incumbent facilitates efficient and appropriate reception in greeting veterans and family members enrolled for services. The Mental Health consult team will rely upon the incumbent for timely and professional responses to requests for assistance in contacting Veterans to schedule appointments. This individual will receive and initial telephone calls including those from seriously ill patients or their family members. The incumbent is required to give correct and appropriate information regarding clinics, the scheduling of appointments or effect other appropriate disposition of various issues and problems presented by patients consulted to Mental Health Service. Incumbent alerts staff when a problem is anticipated, to minimize its effects. Incumbent schedules appointments for patients with clinics, services, and consultants, in accordance with the Clinically Indicated Date (CID) and guidelines for the Veteran Choice List (VCL). Incumbent initiates action to notify staff and patients of appointments and ensures that patient information is available to clinician on day of appointment. Will follow Insurance verification (ICB) process per protocol. Incumbent develops and maintains reports using Excel, Power Point, and other software packages to create and compile weekly, monthly, quarterly, and annual reports.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
  • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: For Advanced Medical Support Assistant, GS-6: One year of experience at or equivalent to the next lower grade level GS-5. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
  • Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
  • Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
  • Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
  • Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
  • Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
  • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

The full performance level of this vacancy is GS-6.

Physical Requirements: No special physical qualifications are required to perform the work; however, emotional stability is required to make sound decisions and resolve crisis situations. The work requires ability to move around the office and the medical center and to carry such items as records, books and equipment. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices/clinical setting, meeting and training rooms, or libraries. The work area is adequately lighted, heated and ventilated.
