Summary

This position is located in the Employment and Training Administration (ETA), Office of Grants Management (OGM), Division of Federal Assistance for Discretionary Programs. OGM is responsible for providing centralized services to ETA program offices for federal assistance (grants management) to ensure effective and uniform implementation of Federal and Departmental procurement and assistance regulations within ETA. This position is outside the bargaining unit.

Responsibilities

GS-14: Supervisory Grants Management Specialist performs the following duties, but not limited to:
  • Performs the full range of supervisory responsibilities to include, planning and directing work of subordinates, setting and adjusting priorities and establishing deadlines for completion of work; developing and or assisting in the development of performance standards and evaluating subordinate performance.
  • Coordinates the development and execution of ETA monitoring/oversight strategy with respect to financial management and grants management including development of monitoring tools for nationwide use, providing training to national office and regional office staff in the use of these instruments, participation in selected reviews, and review and analysis of final reports to identify nation trends and/or system-wide problems and issues.
  • Serves as an expert liaison and technical adviser to senior officials in the Department on complex matters relative to federal assistance, policies and plans.
  • Develops and updates long and short-term goals and objectives; plans and assigns work; and analyzes team operational problems and formulates methods and strategies to improve them to ensure accomplishments of goals.
  • Works on grants management and the award of grants/cooperative agreements for one of several major grant programs within ETA.
  • Makes presentations to representatives of the public, public interest groups, and government organizations on ETA programs and financial management and grants management policies.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience must be reflected in your resume.

Applicant must meet all of the Specialized Experience statements described below:
  • Experience in working with workforce development programs (youth, apprenticeship, adult, dislocated workers, older workers, homeless) through grants and/or cooperative agreements.
  • Experience conducting in-person training to the grant recipient community on grant management policies and procedures.
  • Serving as a lead/expert in implementing and managing workforce development grant/cooperative agreement programs by providing grants-related assistance and services.
  • Experience performing administration tasks for workforce development grant/cooperative agreement programs.
  • Experience performing pre-award tasks for workforce development grant/cooperative agreement programs.

There is no substitution of education for experience at the GS-14 level.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Grants Management: Knowledge of programs authorized under the Workforce Investment Opportunity Act, Wagner-Peyser Act, the Older Americans Act, and the Social Security Act, the Unemployment Insurance, and other various initiatives. Knowledge of the Financial and Reporting requirements outlined in 2 CFR Part 200. Ability to interpret program and financial requirements, regulations, policy statements, and other similar guidelines and information material in order to determine the impact on program operations.

Technical: Uses knowledge that is acquired through formal training or extensive on the job experience to perform ones job.

Oral Communication: Ability to advise, train and present to varying audiences of senior level officials, regional and national office staff members in a clear, effective and persuasive manner.

Written Communication: Ability to write consistent, accurate and clear complex correspondence letters, memorandums, white papers, and policy analysis findings for senior management and external customers.

Leadership: Ability to provide clear direction and drive a team toward mutual goals; and ensure employees work in a constructive and professional working environment. Setting priorities for the organization and effectively delegating and overseeing work items to employees.
