Responsibilities

This position is located in the Office of NextGen, ANG-1; NextGen Collaboration and Messaging Office, ANG-M; International Division, ANG-M4. The Next Generation Air Transportation System (NextGen) is the FAA-led modernization of America's air transportation system to make flying even safer, more efficient, and more predictable. The incumbent of this position serves as a Management and Program Analyst in the NextGen Collaboration and Messaging Office, International Division.

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Works for the NextGen International Division Manager to support international missions and programs for the NextGen initiative. Attends NextGen and agency international meetings in the Washington, DC area and ensures that NextGen priorities and requirements are met.

Applies experience and expert knowledge in international issues to identify and resolve challenging problems or issues that often cross -organizational boundaries and impact on the accomplishment of strategic objectives and management processes. Performs management studies, program analysis and evaluations to assess processes. Formulates and recommends to senior management positions on major projects/ policies/issues.

Researches and writes papers and briefings for a wide variety of events, such as meetings with international delegations, briefing books for senior executive's overseas trips, papers for International Civil Aviation Organization (ICAO) meetings, and other international-related tasks.

Interfaces with the FAA's Office of International Affairs (API) to coordinate the NextGen international position with key states and to ensure alignment with the FAA Global Leadership Initiative. Works with other FAA international offices to harmonize NextGen with other Agency efforts. Helps prepare NextGen managers for meetings with international counterparts (to include executive travel preparations and coordination with visiting delegations). In preparation for ICAO meetings, consults with various ANG subject matter experts to consolidate the NextGen position/strategy for the international community. Contributes to the weekly, monthly, and annual status reports.

Contacts are internal and external. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Communicates technical and programmatic information in writing, briefings, and also works with senior FAA officials. Represents the FAA in front of foreign delegations, to include leading discussions and giving presentations on NextGen program status and direction.

Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the a1. Ability to coordinate sensitive or complex international issues with both internal and external organizations to advance agency priorities.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience with international relations for the U.S. Government or a corporate entity to collaborate with foreign nations on a vareity of international issues. Experience writing position papers, speeches and developing briefings/presentations for government agencies and/or an international firm.

Qualifications must be met by the closing date of this vacancy announcement.
