THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a FUEL DISTRIBUTION SYSTEM WORKER, Position Description Number D1952000 and is part of the MD 175th ANG, National Guard.

Responsibilities

Inspects, operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms. Performs operator maintenance to include checking components
for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment
areas. Reports more extensive repairs/needs. Receives and transfers fuel by coupling and uncoupling hoses, closing and opening valves, starting and stopping pumps, monitoring gauges, meters and filter separators. Maintains hazardous waste management program. Initiates emergency procedures as necessary. Analyzes, isolates, and corrects system malfunctions. Performs preventive maintenance on components and tanks, to include inspections. Analyzes, isolates, and corrects system malfunctions. Performs preventive maintenance on components and tanks, to include inspections. Establishes and maintains a level of spare parts or system subparts that are required to keep the tank(s) operational. Draws product samples from receiving transports, pipeline, mobile equipment and bulk storage tanks. Performs base level laboratory analysis of these samples in accordance with applicable specifications, technical orders and other quality assurance manuals. Maintains constant surveillance over all fuels
equipment and systems to ensure no deviation from accepted quality assurance standards. Uses independent judgment and a comprehensive understanding of product specifications to make field-type visual and/or instrument checks that are necessary to identify product or product contamination. Directs, implements and monitors the Lock Out/Tag Out program IAW applicable AFOSH Standards. Responsible for placing and removing AF Form 979 (Danger Tag) and AF Form 980 (Caution Tag) on any suspected contaminated or off specification products or equipment. Responsible for maintaining the Quality Control module in the Fuels Automated System (FAS)/Fuels Manager Defense (FMD) database.
Documents all sampling, sample due dates and the status of all equipment in the FAS/F Maintains a crashed aircraft sampling kit and responds
to aircraft mishaps. (5) Operates one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft. Transports fuel from the bulk
storage area to the flightline issue point, positions the vehicle for the refueling/defueling task as required. Monitors vehicle mounted main control panel, gauges, meters and instruments. Operates deadman control safety system and coordinates with personnel at the aircraft or receiving point. Exercises safety precautions during fueling/defueling operations. Inspects and performs operator maintenance and safety checks to ensure that
refueling equipment is safe and operational. Uses and assures proper fit of required safety equipment and personal protective equipment (PPE). Maintains a consolidated tool kit program.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an indefinite position NTE 30 Sep 2022. Indefinite employment does not confer permanent tenure and is covered under tenure group 3. Indefinite technicians serve at the will of the appointing officer and may be separated any time, after a 30 day written memorandum is issued by the HRO. May become permanent without further competition pending resource availability. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Qualifications

Military Grades: E-6 or below

GENERAL EXPERIENCE : Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE : Experience or training which demonstrates the ability to use common hand tools and makes repetitive repairs. Must have basic knowledge of the type of work performed by the occupational series. Provide assistance to the journeyman by performing the simpler and routine duties of the trade. Experience or training pumping gasoline, oil, jet fuel, or other similar products, handling lines and hoses at dock operations, and measuring fuels as they are received, stored, transferred, or loaded into equipment. Experience operating one or more relatively routine work stations and demonstrating skill in manipulating a few controls to regulate the flow of the liquids in a safe and efficient manner. Experience or training working in activities such as large fuel depots or fuel farms with complex, interconnecting line and pipe arrangements, and frequent requirements for large scale movement and transfer of a variety of liquid fuels. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): Must have technical knowledge of fuels, propellants, chemicals and logistics that are applicable to this position. Must have an understanding of the composition, properties,
toxicity, explosive and burning characteristics of petroleum/cryogenic products and missile propellants. Must have ability to use a wide range of cryogenics and petroleum fuels laboratory analysis equipment to include flash testers, conductivity unit meters, analytical balances, cloud point determination apparatus, microscopes, aqua-glo viewers, hydrometers, Fuels System Icing Inhibitor scopes, de-mineralized water purifier, vacuum
pumps, graduated cylinders beakers and assorted glassware. Must be familiar with disposal methods, hazards, identification methods and the use of protective clothing/equipment and safety regulations. Must have knowledge of diagnostic methods, procedures, and principles to identify computer system failures, take corrective actions to resume normal operations. Must know the rules and regulations governing flightline/airfield driving. Must have
knowledge of the mechanical, electrical, and pneumatic systems and their major components related to fixed and mobile refueling equipment. Must be able to use technical manuals, illustrations, specifications, diagrams, schematics and similar guides to make minor or routine repairs and modifications. Applies skill in measuring, fitting, and installing needed components to clearances which are specified in manuals or instructions. Applies skill in connecting, meshing, aligning and adjusting components to assure effective operations of the complete system and vehicle.
