We are currently looking for seasoned Project Engineers with an active Secret level US Security Clearance and experience working as the General Contractor on overseas US Government Construction projects valued over $100M. PRIMARY FUNCTION: The Project Engineer is responsible for design management, budget, Administration of Contract with Client, Planning and Scheduling, Control (incl. procurement) of Materials, Procurement & Management of Subcontractors, Reporting to Client, Monthly invoices to Client, Reporting to Regional & Corporate Offices, Document Control, Train, coach, and mentor personnel by enforcing company policy and procedures. ESSENTIAL DUTIES AND RESPONSIBILITIES: Procurement Plan, develop and manage the project construction engineering activities and schedule to include the coordination of procurement items to the project site. Supervise preparation of Purchase Requisitions Manage the submittal process and the obtaining of approvals of all shop drawings to the client Prepare quotations to the client utilizing supplier information, cost standards, technical information from quality, manufacturing engineering, and design Scheduling Lead project meetings to collect and disseminate information pertaining to projects Review and monitor progress of engineering effort to assure quality and adherence to requirements of contract documents Oversight of the Project Controls Engineer in the development and maintenance of the fully cost loaded project schedule Internal Reporting Coordinate the collection and dissemination of technical information between/within the company and customer Maintain organized and detailed project records Cost Control & Budget Review Assist in the coordination of pricing, estimating, scoping strategies for proposed projects and in the development and preparation of technical specifications Assist in the preparation of probable construction cost estimates Assist in the analysis of reports, maps, drawings, blueprints, tests and aerial photographs on soil compositions, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project Prepare design computations and quantity estimates Design Management Review designs, drawings, plans and specifications for projects, engineered systems, technical equipment or components Assist in client contact and communication pertaining to specific projects Assist in the preparation or modification of reports, specifications, plans, construction schedules, environmental impact studies, permits and designs for project Instruct technicians to reduce designs to working drawings Administration of Contract with Client Develop and foster lasting relationships with client by implementing, following through, and keeping lines of communication open Other duties as assigned by the Project Manager or Operations Manager Subcontractors Management Prepare S/C agreement ensuring that Scope is clear and unambiguous, Schedule satisfies main schedule requirements, all terms and conditions are understood and accepted by both parties, Interfaces are clearly identified. Manage Subs, payment, progress and claims. Serves as the Project Manager in his or her absence. KNOWLEDGE, EXPERIENCE, AND SPECIAL SKILLS REQUIRED: Must be authorized to work in the United States An active US Secret Level Security Clearance Bachelor of Science degree from an accredited institution in Engineering, Architecture, Architectural Engineering, Construction Science / Technology or Construction Management Minimum of 5years of professional employment as an engineer or architect managing comparable work Experience in all aspects of design/build contract execution Experience working on projects valued at $150-$200M Proficient in Microsoft Office software, Rivet and BIM Excellent planning, organizational, verbal, and written communication skills Independent; little supervision needed Courteous, professional, diplomatic High level of confidentiality PREFERRED EXPERIENCE: Bachelors of Science Degree in Project Management, Engineering or Architecture International US Government Construction industry experience interacting with various diverse cultures Registered Professional Engineer Overseas Building Operations (OBO) experience PHYSICAL, MENTAL AND ENVIRONMENTAL DEMANDS: The demands described here are not exhaustive, but are representative of those that must be met by an employee to successfully perform the essential functions of the job. This position will require the use of personal protective equipment while present in active construction zones. The employee must be able to hear warning sounds and alarms, communicate effectively with coworkers and follow spoken directions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Mental Demands: The position requires a high degree of concentration in a busy environment. There is a substantial demand for analyzing, perceiving, comprehending, rapid decision making and exercising sound judgment to ensure individual and coworker safety in a potentially dangerous environment. Ability to follow directions and meet deadlines is critical. Environmental Demands: The position entails working on a busy construction site overseas, generally away from the employees family, and in countries whose laws and social norms may be much more restrictive than in the United States, with the potential for occasional periods of social unrest, military action, interruption of normal services such as electricity and water, natural disasters, and the like. Work involves a 60-hour workweek, 6 days a week/ 10 hours per day. Flexibility with hours/days is required. Individuals must have comfort working in a high-stress environment and be able to perform the above activities in extreme hot, cold, humid, and wet conditions depending on location and season. Exposure to construction equipment and sharp tools, including power tools, and materials. Some exposure to toxic/caustic chemicals, potential electric shock, significant heights and high noise level, including high-pitched noises. Some potential exposure to dust, fumes, smoke and airborne particles.
