Job Description/Scope of Work:1.1Chief EstimatorParticipate in Project Management and Superintendent duties to support the Construction Division as required.Chief estimator for construction projects.Use necessary computer software for Project Management and Estimating including Expedition, Timberline (Sage Certified Training in Timberline Modules JC, PJ, EE and Sage Desktop), Procore, Pro-Log, MC2, Plan Swift, Blue Beam, On-Screen Takeoff, RS Means, Xactimate, SureTrak 6.0b, Primavera P-3/P-6, MS Project, also Microsoft Office (extensive Excel training).Prepare Quantity Take Offs, Scope Sheets and Estimates, including conceptual estimating, pre- construction estimating, design-build budgeting and hard bid / low bid work. Utilize Digitizers and Computer On-Screen Take-Offs. Develop and maintain Pricing Databases for the utilization in preparing estimates, budgets and change orders.Lead the writing of comprehensive detailed construction documents, proposals, requests for pricing, bid forms, change request orders, notices to proceed, directives, requests for information, and deficiency notices to include all pertinent reference information (such as contract plans, project specifications, subcontractor shop drawing).Lead contract documentation of submittals, contract negotiations and buy-outs, planning, creating and cataloging as-built plans, change management and job file maintenance.Perform federal resource and cost estimating, data requirement identification, gathering & analysis, for historic documentation.Manage cost and estimating production (including technical proposals) for complex federal domestic & international projects.Provide mentoring to team members and represents the company at potential construction project opportunities, seminars and conferences.Assign daily workload to estimating and technical proposal team members, also coordinate federal estimating project schedules required for bid packages and proposals.Develop resource estimating and subcontracting strategies for all bids and proposals.Develop and communicate Estimating requirements for all proposals and bid planning.Represents this company in business with customers, consultants, subcontractors and other public and private agencies and organizations.Develop and cultivate new and long-term relationships with customers / owners, architects, engineers and subcontractors.Maintains positive and professional interaction with Owner and A/E team members.Work with its marketing consultant to provide information for brochures, business development letters, etc.Oversee the defining of scopes of work and negotiating with subcontractors and vendors on final award of contracts. Create all final preconstruction budgets and buy / sell budgets for the project management department.Coordinate, review and receive final approval on subcontractor/vendor buy-out with VP/Director of Operations of the Construction DivisionCoordinate, review and receive final approval on preconstruction budgets with VP/Director of Operations of the Construction DivisionDevelop, track and monitor (manage) all project minority requirements when applicable.Responsible for Turnover Meeting packages and chair meeting between estimating and project management to ensure that production has the proper information to kick-off a project. Lead the process of transitioning project awards to implementation.Travel is requiredProvide oversight in anticipating obstacles and providing solutions, mitigating claims.Highly versed in the ability to evaluate Change Orders and negotiating with subcontractors and owners (clients) for the maximum benefit of the company.Pursue both internal and external professional development skills and activities.Manage pursuits of large strategic projects and serve as Capture Manager of same.Coordinate with VP/Director of Operations of the Construction Division to develop and oversee execution of business development strategy for the region.Develop and maintain relationships with joint venture prospects, contractors/developers to ensure future partnerships.Prepare and monitor project budgets and schedules to ensure projects are delivered within scope, meeting or exceeding client expectations.Manage sub-consultants and create teaming agreements and coordinate staffing for design-build projects1.2Project Manager/Superintendent Duties (as needed)Full responsibility for project profitability through project hand-offManage the subcontractors, vendors, suppliers, and other project participants to ensure successful project.Manage the client expectations, client relationships, and ensure the client is satisfied with the company so repeat business can be generated.Participate in all project weekly, bi-weekly or monthly project meetings as required by the client.Use problem solving skills to keep the project on track to successful completionUnderstands the project plans, specifications and the company systems.Maintains positive relationships with customers, contractors, suppliers and other employees.Promotes job site safety, encourages safe work practices and rectifies job site hazards immediately.Ensures all company employees and contractors are adhering to the company safety policy.Meeting with subcontractors to ensure satisfactory job progressEnsuring all reports and records are completed in an accurate and timely mannerForwarding reports to the appropriate company personnelConferring with managers and technical associates in order to coordinate activitiesConducting and participating in safety meetings1.2.1Other Project Related ResponsibilitiesProviding research assistance for suppliers, equipment manufacturers, specialty subcontractors, project and contractual requirements and information within or related to the contract documents.Tracking progress on various procedures throughout the construction project and report status to project management, construction management, or administrative staff. Such tasks might includefollow-through on badging requirements and processing, scheduling access to a work site, coordinating subcontractors or material/equipment deliveries,tracking submittals and return of documents for approval,requesting and assuring delivery of documents or other security/planning tasks by subcontractors or in-house construction management crews.Participating in the process for pricing, rentals, purchase orders, and other related tasks.Manage and organize electronic files and folders of contract and construction documents.Create or maintain orderly structure for streams of documents, correspondence, forms, plans, reports, and a wide array of communications, requests for information (RFI), and conscientious management of time-sensitive, cost-sensitive, corporate-sensitive, or personnel-sensitive files and information.Communicate status, progress, obstacles, coordination, and accomplished tasks to project managers, and other personnel to assure that projects continue smoothly with all concerned parties being aware of your actions and other aspects of the projects development.Prepare binders of approved plans, schedules, submittal documents, drawings, and specifications for the construction manager and superintendents out in the field.Provide backup support as a liaison between field and management personnel, as required by workload and project management.Prepare professional-looking binders, covers, dividers, tabs, with orderly organization of closeout documents for distribution to customer, project managers, or contracting officials.Participate in project meetings, internally or at the project location, to report status and achievements, discuss obstacles and project issues, coordinate with other team members, request additional support or resources, and plan next action steps.Tasks may include meeting coordination and scheduling, providing meeting agendas, rosters, meeting minutes, and distribution of status updates and two-week look ahead documents.1.4New ProjectsParticipate in site visits and client meetings when new projects arise.Collect and organize subcontractor data for future use.Reaching out to Subcontractors for New Projects to request pricing. (3 sub quotes per trade as company policy)Communicating with its proposal consultant to ensure proposals are getting completed on- time and properly.Responsible for submitting new project proposals either when assigned to you or part of your existing client base.Participate in pricing/estimating for new projects utilizing subcontractors and/or estimating software.Grow margins through self-performance crews, subcontractor buyout, client negotiations, etc.Participate in client negotiation meetings for new awards and MODS/COs.Participate in putting together QC Plans, Health and Safety Plans, Accident Prevention Plans or any other documents required per contract.Work with our accounting and HR departments directly for new hires, invoicing, project budgeting, completing vendor applications, etc.by Jobble
