Serves as a Senior Human Capital Analyst with a focus on Program Management and execution and will be responsible for the success of Human Capital Initiatives.

Essential Job Functions:

Provides support to the the Chief Human Capital Team and will be responsible for project success. Provides advice, management and program analysis, and project leadership on human capital issues within the Strategic Initiatives and Manpower Analysis (SIMA) Team and directly support the CHC initiative to baseline the JPO enterprise manpower in alignment with the JPO CONOPS and Pivot restructure.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

BS or BA degree in Business, Management or a degree relevant to the position plus 4 years of experience. (or MS or MA degree in in Business, Management or a degree relevant to the position)

Active Secret Clearance.

At least ten (10) years of experience in program management, technical or business analysis discipline; and a minimum of six (6) out of ten (10) years of professional experience in related analysis and planning .

Demonstrated experience leading an agency-level HC management program, which includes designing, developing, and implementing the full scope of HC programs; including experience developing and implementing human capital strategies linked to the mission and business goals of the agency .

Experience leading an organization to improve administrative operations using business process modernization, setting priorities for current and future initiatives, allocating resources, and providing oversight of various complex and sensitive programs

Experience in leveraging data to improve performance and generate results .
Expert knowledge of human capital policies and best practices in DoD or the federal government .
Advanced Proficiency in Microsoft Office Products: Word, Power Point, Excel, Access, Share Point and Outlook (to include advanced formulations and reporting techniques) .
Possess exceptional communications skills (oral and written) including experience in delivering compelling fact-based presentations .
Possess a high degree of self-initiative, performing duties independently, leading execution of tasks to completion, and function as part of an interdisciplinary team in a high tempo environment .
