Position Information
Arlington County is seeking a Communications and Policy Manager to provide senior level policy support to County Board members and manage communications for the County Board Office (CBO). The employee will be responsible for providing research, analysis, and guidance to Board members on a variety of policy issues and community concerns and will also direct Board-related media relations and press releases.

Policy Analysis duties include:

  • Completing research and analysis on trending issues and requests to/from the County Board;
  • Coordinating and collaborating with subject matter experts to provide communication best practice and policy recommendations to the County Board; and
  • Summarizing research findings through briefings, written reports, and presentations.
Communications duties include:

  • Communicating the Board's vision and policies to the media and the public via press releases, statements, media briefings, Agenda Highlights, Board Chair's Consent Agenda Remarks, Chair's Reports, County Board Wrap-up, talking points, FAQs, social media, CBO website, and other online and print content;
  • Developing or editing speeches and presentations for the County Board Chair and Members for various public events (i.e. State of the County; community group meetings, annual organizational meeting);
  • Maintaining excellent working relationships with local media, developing media pitches and coordinating media training for Board members;
  • Developing Board-related communications and outreach strategies, and providing external communications on behalf of the CBO;
  • Creating, editing, and monitoring the CBO's social media content and platforms;
  • Collaborating and coordinating with the County Manager's Office of Communications and Public Engagement (CMO CAPE) and executive-level County staff on key messages, constituent services and responses, and outreach strategies; and
  • Managing and responding to incoming Board correspondence and inquiries.

The ideal candidate will have the following:

  • Broad understanding of County interests, programs, and initiatives;
  • Confident political astuteness with the ability to remain calm under pressure; and
  • Ability to constructively engage with a community that is diverse, well educated, knowledgeable and highly involved in all aspects of local government.

Selection Criteria
Minimum: Bachelor's degree in Public Administration, Business Administration or related area, and significant experience developing communication strategies, and researching, analyzing, and interpreting federal, state and local policy issues, proposed statutes, policy statements, rules, regulations, and directives for executives.

Desirables: Preference will be given to candidates with a Master's Degree in Public Administration, Business Administration or related area and experience in one or more of the following:

  • Developing strategy both to obtain input as well as to craft the message concerning public policy or similar complex communications, such as government budget processes; economic development programs; multicultural/diversity issues; and/or citizen involvement in consensus-based decision-making.
  • Advising and assisting executives in presenting information and developing public information programs for a variety of audiences covering complex and technical matters.
  • Leveraging information technology and social media to support research and organizational (internal and external) communications.
  • Interacting with representatives from other governmental jurisdictions, regional agencies, public and private sector interest groups, and agencies in a constructive, collaborative and supportive manner.
  • Preparing oral and written reports, presentations, and other forms of communications tailoring the message for different audiences and media.
