Summary

The Managing Associate General Counsel for Goal 1 provides leadership and direction to several teams of attorneys responsible for handling complex legal questions in a broad range of subject areas addressing education, workforce, and income security; health care; homeland security and justice; and physical infrastructure. The Managing Associate General Counsel manages legal support for GAO's engagements in these areas and assures the quality and timeliness of legal products and advice.

Responsibilities

  • Leads and manages teams of attorneys, including Assistant General Counsels, who support the Education, Workforce, and Income Security (EWIS), Health Care (HC), Homeland Security and Justice (HSJ), and Physical Infrastructure (PI) mission teams in engagements.
  • Consults with and advises the Managing Directors for EWIS, HC, HSJ, and PI and other senior GAO officials.
  • Provides legal support to GAO's appointment of members to certain health care-related committees and commissions.
  • Represents GAO and supports Congress by responding to congressional inquiries and testifying at congressional hearings.
  • Represents GAO and OGC when the legal subject matter of GAO's work is of interest to other federal agencies, state, local, or foreign governments, the media, federal contractors, other private sector entities, or the public.
  • Contributes to the management of the Office of General Counsel by advising the General Counsel, Deputy General Counsel, and others as appropriate on matters of office policy and practice.

  • You must complete a 1-year Senior Executive Service (SES) probationary period unless you've already completed one.
  • You must be an active member in good standing of a bar of a state or territory of the United States or the District of Columbia. You must maintain this licensure while in this position.
  • You are required to obtain and maintain a security clearance.
  • If you are a male applicant born after December 31, 1959, you must certify that you have been registered with the Selective Service System or are exempt from having to register.
  • You will be required to submit a financial disclosure report.


Qualifications

You must meet the qualification requirements by 11:59 PM (ET) on the closing date of the announcement.

The level of experience we are looking for is typically gained as a PA-III, Assistant General Counsel or equivalent-level position.

Technical qualifications (TQs)
  • The TQs describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
  • The TQs for this position are:
    • Advanced professional knowledge of and experience with the statutory construction of a wide range of federal laws and regulations, at a level to assure that legal advice, engagement reports, and decisions of the Comptroller General embody sound legal research, analysis, and judgement, are effectively written, and are issued in a timely manner.
    • The ability to work with high-level officials of the Congress, GAO, federal agencies, and state, local, or foreign governments.
    • Demonstrated ability to contribute to institutional stewardship, that is, an awareness of the institution's mission, core values, work processes, risk environment, and future direction; and the ability to advance institutional interests and protect the institution's future, including a commitment to the agency's diversity, inclusion, and equity principles.
Executive core qualifications (ECQs)

Education

You must meet the education requirements by 11:59 PM (ET) on the closing date of the announcement.

You must have a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).
