Summary

The Central Virginia VA Health Care System (CVHCS) is a Complexity Level 1a Facility and provides extensive primary, secondary, tertiary, and quaternary care in inpatient, outpatient, residential, and community settings. Incumbent will serve as the Program Director for an Opioid Treatment Program (OTP)/Methadone Maintenance Program, including ensuring the OTP meets all State, VA, SAMHSA, and DEA regulations, guidelines, protocols and laws.

Responsibilities

As Coordinator/Supervisor, the incumbent is responsible for the following:
  • Incumbent will serve as the Program Director for an Opioid Treatment Program (OTP)/Methadone Maintenance Program, including ensuring the OTP meets all State, VA, SAMHSA and DEA regulations, guidelines, protocols and laws.
  • Coordinates interdisciplinary staffing, work assignments, budget, treatment services and admission criteria for the SARRTP and OS Programs.
  • Assigns, directs, and reviews the work of team members in the SARRTP and OS.
  • Provides clinical supervision for supervisee working toward independent licensure. Incumbent should have 3 years of supervisory experience.
  • Serves as leader for a multi-disciplinary team.
  • Assigns, directs, and supervises employees' work performance.
  • Plans, schedules, and coordinates distribution of tasks and solves problems related to program requirements.
  • Responsible for unit needs such as material, equipment, and facilities needed to complete work.
  • Explains and gains the support of employees for developing, implementing and managing policies and establishing goals, in addition to working to achieve the objectives of government-wide personnel programs and policies.
  • Advises management on the establishment of program goals, priorities, and major work schedules, develops short/long-rang staffing and equipment requirements.
  • Responsible for analyzing and evaluating professional and technical competency of staff assigned to the program.
  • Incumbent is accountable for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills, as well as recommending staff training needs to the Education Committee.
  • The incumbent is responsible for providing an appropriate treatment environment for patients treated or co-managed by SARRTP and/or OS who experience substance abuse addiction, chronic mental illness, homelessness and unemployment. This involves regular and frequent tailoring of the treatment environment to the individual needs of mentally and physically handicapped patients, and requires specialized knowledge, originality, and careful judgment.
  • The incumbent fosters and supports the use of novel rehabilitation techniques and sensitive, tactful, supervision of patients and personnel.
  • The incumbent ensures that all subordinate staff, work cooperatively with physicians, psychologists, and other staff members in matters related to community relations, total program planning and individual patient treatment.
  • Responsible compliance of all performance measures.
  • Other duties as deemed essential by supervisor.


Work Schedule: Monday - Friday, 8:00 am to 4:30 pm. Subject to change based on the needs of the agency.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Regulations.

Preferred Education/Experience: 3 years of supervisory experience preferred.

Grade Determinations (GS-13)
Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as a supervisory social worker must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.
