Summary

The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence (USD (I&S)).

Responsibilities

As the Deputy Director, Industrial Security (IS), you will:

- Advise and provide support to the Director, DCSA, by overseeing DCSA efforts in implementing, managing, and driving transformation related to Industrial Security, Critical Technology Protection, Sensitive Compartmented Information Facilities (SCIF) accreditation, and Controlled Unclassified Information in the National Industrial Security Program. Provide broad oversight to implement these and related programs across the Federal government, Department of Defense, and the U.S. cleared industrial base.

- Develop plans, policies, and programs designed to ensure that DCSA field, analytic, Headquarters, and operational support personnel are able to effectively assist government and industry partners with the identification and mitigation of threats and vulnerabilities which present risks to the nation, the Department, and critical technologies within cleared industry.

- Ensure Agency execution and compliance with all missions associated with identifying and addressing industrial security risks, threats, and vulnerabilities to the Defense supply chain including the National Industrial Security Program; National Industrial Security Program Operating Manual; Arms, Ammunition and Explosives policy; Critical Infrastructure Protection; Research and Technology Protection laws; North Atlantic Treaty Organization; National Military Disclosure Committee and international matters; Committee on Foreign Investment in the U.S.; Foreign Ownership, Control, or Influence; Defense Critical Infrastructure Program; Counterintelligence and Cyber; Controlled Unclassified Information; and Information System Authorization.

- Oversee all Transient Electromagnetic Pulse Surveillance Technology (TEMPEST) related activities as they pertain to DCSA's SCIF accreditation mission. Develop strategies to meet mission requirements while ensuring acceptable TEMPEST countermeasures are in place at DCSA Accredited SCIFs. Oversee Entity Vetting performance management metrics included in all reporting mechanisms.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for all applicants. Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the mandatory technical qualifications. You must address each technical qualification separately. Failure to meet any one of the mandatory technical qualifications requirements automatically disqualifies an applicant. Please limit your written statements to not exceed a total of 2 pages per mandatory technical qualification.

1. Knowledge and experience managing various programs involving industry, acquisition contracts or government services contracts with an emphasis on security requirements, security assessments, and the safeguarding of national security information.

2. Experience leading complex policy and compliance activities and providing expert advice/consultation related to enterprise level objectives to top-level officials in the Military Departments, Defense Agencies, non-DoD Agencies, and/or the Defense Industrial Base.

3. Demonstrated advanced expertise in a variety of interrelated security disciplines (Personnel, Physical, Intrusion Detection System, Communications, Information Security, International Programs, Export Controls, Operations, Special Access, Automated Information Systems, Emergency Planning, etc.), and utilizing risk management principles in the identification, analysis, selection, and application of effective security counter-measures.

Additional information

DCSA, as a newly designated Defense Agency, is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignments to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-11 or DCIPS Pay Band 3 level, that occurred after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
