The incumbent of this position will serve as an experienced product owner to represent system user needs as the judiciary builds, supports, and enhances its case management system(s) for appellate, district, and bankruptcy courts. The incumbent will, at the direction of the Branch Chief, serve as a liaison between the courts, Agile software development teams, and AO managers and will employ user-centered design methods to gather business requirements from various types of system users and ensure that those requirements drive the development of systems functionality.

Duties may include, but are not limited to, the following:
  • Serving as Agile software development product owner for the Next Generation of Case Management/Electronic Case Filing (NextGen CM/ECF) and future case management system development efforts, to include duties such as:
    • Utilizing user-centered design methods to help Agile development teams conduct foundational user research about system user requirements, including creating and refining user stories and acceptance criteria, and translating research findings into recommendations that guide software decisions.
    • Serving as a key member of the Agile development teams to help communicate and explain user requirements, to help set and meet quality standards, to include supporting usability testing, and advocating for user needs as product decisions are made. Communicate user-centered requirements to decision makers, technologists, and internal and external stakeholders and partners, to ensure that deliverables are focused on user research.
    • Overseeing and participating in the development of documentation and artifacts to support system development and maintenance, including feature requirements, user stories, data dictionaries, workflows, and prototypes.
    • Ensuring that Judicial Conference positions, AO advisory entities, and other stakeholders' interests and recommendations are communicated to the development teams.
    • Serving as a liaison between the development teams and AO management.
  • Interpreting client input and adjusting communication and narrative accordingly.
  • Coordinating, reviewing, and inputting traceability and prioritization status in software management.
  • Assisting courts with NextGen CM/ECF and future systems implementation, including developing information for clerk's office staff.
  • Participating in meetings with court and AO staff to discuss prioritization of requirements, ongoing development work, and issues raised in the testing of new NextGen CM/ECF software.
  • Participating in the identification and implementation of agency-wide data governance protocols and policies.

  • All new AO employees will be required to complete an FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in user-centered design of software or service solutions along with superior oral and written communication and presentation skills.

    Desired but not required:
    At least 5 years of experience developing requirements or supporting users in a software development environment.

    Applicants with the following qualifications are highly desirable.
    • Knowledge of courts and public users' requirements for case management and case filing systems.
    • Knowledge of court and public use of IT systems to manage cases, file documents and/or obtain public access to court records.
    • Experience working with Agile teams and a proven ability to handle open-ended problems and support early product definition.
    • Strong customer service skills.
    • A proven track record in systems analysis.
    • Excellent analytical and problem-solving skills.
    • The ability to handle multiple and competing priorities.


    This position does not require education to qualify. However, a bachelor's (4-year) degree in computer science, business, or a related area is highly desired.
