The Executive Director, Flight Standards Service is the key advisor to the Associate Administrator for Aviation Safety on the oversight of operations in the National Airspace System (NAS). The incumbent leads the Flight Standards Service in the development of Title 14 of the Code of Federal Regulations (14 CFR) and associated standards and guidance governing the operations and maintenance of all U.S. civil aircraft. The Executive Director executes the work of the Flight Standards Service through a geographically-dispersed workforce of approximately 5,100 employees and is responsible for an approximate $930M budget.

Principal Responsibilities:
  • Directs the development of regulations and establishment of criteria specifying the minimum standards for certification, surveillance, and inspection of air carrier and general aviation operations; air agencies; airworthiness of aircraft; airmen qualification, currency, and recency of experience; unmanned aircraft system operations.
  • Applies performance standards to ensure the continued airworthiness of civil aircraft, as well as assure type design, manufacturing, and flight operations issues affecting overall airworthiness are adequately addressed.
  • Provides strategic direction for broad programs, policy, guidance, and standards for the Service's functional offices, which are responsible for the administration, oversight, and enforcement of 14 CFR. Defines accountability for safety within the Service and employs the safety management principles of safety assurance, safety standards, safety risk management, and safety promotion.
  • Coordinates the activities of the Service with other Aviation Safety (AVS) services and offices, including: the Aircraft Certification Service, Air Traffic Safety Oversight Service, Office of Accident Investigation & Prevention, Office of Aerospace Medicine, Office of Rulemaking, UAS Integration Office, and Office of Quality, Integration & Executive Services.
  • Oversees the Flight Standards Service function to manage program plans and objectives, technical standards, and criteria applicable to the system for registration of civil aircraft and certification of airmen, as well as conducting performance evaluation of this activity.
  • Maintains close and continuous contact with representatives of Congress, aviation industry stakeholders, the public, the national military establishment, other government agencies, and various other domestic and foreign public and private agencies and organizations in the promulgation of continually changing and improving aviation safety regulations. Represents the FAA at national, international, intergovernmental, and government-industry meetings, events, and hearings. Presents and defends Department of Transportation (DOT)/FAA positions with respect to safe standards and practices for operations in the NAS.

  • LEADERSHIP REQUIREMENT : Do you have experience building relationships? Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  • LEADERSHIP REQUIREMENT : Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT : Demonstrated experience leading a large, complex, and geographically dispersed civil aviation organization(s) with responsibility in one or more of the following areas:
    1. Management and/or oversight of certificated air carrier/air operator/air taxi conducting operations under 14 CFR Part 121, 125, or 135; certificated air agency under 14 CFR Part 141, 142, or 145; or other certificated entity or individual.
    2. Developing, ensuring compliance with, or oversight of regulations, safety standards, policies, and guidance that govern operations; maintenance, safety, design, production, or airworthiness of aircraft, engines, and/or propellers; establishment or oversight of a quality management system for an aviation organization; accident and incident investigation or response; and developing policy/guidance for and/or executing operations in unmanned aircraft systems.
    3. Management and/or oversight of aircraft and airmen registration, internal evaluations and investigations, and/or aviation security.
