Summary

This position is located in the Health Services Division, Integrated Support Services Directorate, Chief Operating Officer. The incumbent receives policy guidance and work guidelines in terms of program initiatives for a Federal occupational medical office.

The position description number for this position is 184002.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, non-bargaining unit position.

Responsibilities

Administers the Library's Workers Compensation Program. Reviews local guidelines and advises employees and supervisors within a local organization on the requirements and procedures for reporting injuries and filing claims for compensation under the workers' compensation program, including all situations in which work-related injury and illness may occur, cases in which clear guidelines are lacking, and those in which the program's objectives must be met without definitive program guidance. Performs substantive review of workers' compensation claims, determining completeness and timeliness. When submissions are deficient, notifies the appropriate source of information to remedy deficiencies.

Identifies issues, gathers and analyzes information, and develops advice and guidance to resolve substantive problems affecting the effectiveness and efficiency of work operations within the Workers Compensation program. Identifies a wide range of variables, including issues, problems, or concepts that are not susceptible to direct observation and analysis in order to recommend program improvements.

Communicates program goals and priorities to management and injured or ill employees. Assists supervisors and managers in making proper referrals of employees with serious injury-related problems, and advises them of their accountability in helping to facilitate claims resolution, returning them to work and control related medical and/or compensation costs.

Provides advice and notification to management officials on benefits and issues requiring coordination. Applies knowledge of an extensive body of rules, procedures, and operations to provide technical support and customer service for the resolution of a wide range of Worker Compensation issues. Collects pertinent information or data regarding service trends and pertinent changes within the Federal Employee's Compensation Act.

Reviews cases present on the OSHA 300 Log including the circumstances of the injury, the date of injury, the dates of any medical appointments, the dates lost from work and/ or in a work restriction status. Provides counsel to senior staff on rules and regulations that are appropriate or afford justification to any determinations made. Interacts with personnel outside the immediate organization to investigate problems.

Receives, researches, and assists in the resolution of employee complaints, including the tracking of claims' status to determine and resolve compensation and benefits problems. Reviews records and contacts other offices, including the Department of Labor to determine the status of pending actions, reasons for judgments, delays, changes, or additional information required to resolve situations. Renders organizational aid in working with LC employees. Assists employees in receipt of their outstanding medical claims.

Outlines established remedies available to customers in cases of minor disagreements, including the proper procedures for filing complaints or appealing a determination. Provides assistance to injured or ill employees including claims processing, medical reimbursements and administrative actions regarding lost work time. Keeps their supervisor informed of progress in potentially controversial matters or of any far reaching implications with Library cases or regulatory changes within FECA.

Participates with the staff in developing and organizing policies and programs and other related concerns for program management. Independently researches and resolves problems of a common or immediate nature affecting the Workers Compensation program. Participates in development of new plans, schedules, or methods to accommodate changing program requirements. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs affecting the Workers Compensation program. Assists with determination of the approach to achieve objectives; identifies specific steps, and decides on meetings, internal information gathering or other outside venues are most appropriate for decisional information. Develops schedules, devising own approaches to unusual requirements or needed reaction to unanticipated policy or regulatory changes.

Independently advises on common program and/or administrative problems and issues. Contributes findings and recommendations to higher- level decisions makers. These include determination of Department of Labor charge-back costs, case load work, cost avoidance, target plans, impacts on new or future rules and regulations, and response to OIG findings or future action plans. Assists with identification of complex program issues, providing recommendations for and coordinating resolutions to such issues. These issues may likely include needed program improvements. Involved in the negotiation of solutions to disputed recommendations.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to apply knowledge of the laws, regulations, policies and procedures of Workers' Compensation programs.**

Ability to manage and implement a Workers' Compensation program.**

Ability to analyze Workers' Compensation issues and problems using analytical methods to improve programs and processes.**

Ability to communicate in writing.

Ability to utilize computer technology.

Ability to meet, deal and interact collaboratively with others to provide a variety of services.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
