Summary

**THIS IS NOT A CIVILIAN POSITION. MILITARY MEMBERSHIP IS REQUIRED**

The purpose of this position is to report to the JFHQ (St) IG on discipline, efficiency, morale, economy, training, and readiness of the State National Guard. Provides assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects.

Responsibilities

As a DETAILED INSPECTOR GENERAL (TITLE 32 MILITARY),GS 1801 12, you will perform but are not limited to: Participates in DOD/DA/State inspections, inquiries, and investigations to perform review, analysis, evaluation, staffing and coordination. During on-site visit, conducts interviews and data gathering assignments in the administrative and management areas. Analyzes assigned area to identify procedural deficiencies and compliance with regulatory procedures. Explains Army systems, procedures and processes as they relate to problem areas to improve operations and accomplish command objectives. Conducts investigations of allegations made and problems or deficiencies identified during the course of inspecting JFHQ (State) or unit operations relating to areas assigned. Processes complaints and requests for assistance emanating from personnel within the State and investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements. Deals directly with the commanders and upper level leadership in the resolution of problems and complaints. Maintains, controls, and follows-up on each case until resolved and closed. Prepares reports analyzes trends for the IG and JFHQ (St) leadership. Serves as an instructor/facilitator in explaining Army or Air systems, procedures, and processes as they relate to problem areas in inspected functions and activities. Develops/interprets policies and published guidance throughout the JFHQ (St) and to the IG. Evaluates and processes inspection/investigation deficiencies. Determines responsiveness of organizational replies and adequacy of response/corrective actions taken on reported deficiencies resulting from reports of general, procurements and technical inspections/inquires/investigation. Participates in developing course of action to assist all levels of management across functional lines throughout the State and higher headquarters for resolution of controversial issues/problems. Manages a follow-up program for reported deficiencies through contacts within DOD/DA /State/IG offices/Internal Review/AAA/ inspected agencies, commands and activities. Performs long range planning and analysis, systematically researches, collects, organizes, and analyzes pertinent data to determine and identify major systemic issues. Examines and analyzes data and narrative information. Portrays results in terms of functionally related issues and performs problem and trend analysis to provide an assessment to The Adjutant General, leadership and staff. Prepares and reviews periodic and recurring IG reports and analyses of deficiency trends for the JFHQ (St) presents these trends to the IG and or JFHQ (St) leadership. Assists MTOE, TDA or UMD Commanders by providing timely information and guidance and working proactively to correct systemic problems which impact mission support, Soldiers or Airmen and command readiness. Conducts special and follow-up inspections, inquiries, and investigations as directed by the IG. Manages the IGNET data base for case entry, performing IG Quick Look inquiries and special inspections in areas of concern. Reviews pre-deployment individual and unit checklists to insure regulatory compliance. Develops and updates internal office protocol and guidelines. Manages internal office budget.

  • Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives.
  • Must not have any Unfavorable Information Files, civil convictions (other than minor traffic violations), or open Inspector General investigations.
  • To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

General Experience: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience: Defined as specified experiences that prepared the applicant to successfully perform the duties and responsibilities, with the required competency level, as defined by the applicable position description. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for dual status technician appointment to one of the six Series GS-1801 program positions with its applicable career level, as cited on pages two and three. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, policies and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to perform and learn the cited duties.

As a(n) DETAILED INSPECTOR GENERAL (TITLE 32 MILITARY), Per Year1801, In addition to high analytical abilities, should have knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Should have experiences in planning for and executing inspector general programs and using software data systems. Desired experience in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Desired experiences involving work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experience in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experience in providing policy, guidance, oversight, and directions for strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain programs. Experience in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced and skilled in writing standardized operating procedures for the programs. Experience in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experience in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experience in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experience in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

Army National Guard Officers: For Army National Guard Second and First Lieutenants, must be actively pursuing an under-graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Air National Guard Officers: An undergraduate degree from an accredited college/university is mandatory. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
