Responsibilities

This position serves as the Continuity Advisory Group (CAG) Program Manager, which is responsible for carrying out the day-to-day planning, coordination, and project management activities. The CAG is an inter-agency forum chartered to coordinate and review national continuity policy implementation.

The CAG Program Manager's responsibilities include, but are not limited to:

1. Plan for, and implement, all CAG Steering Committee meetings and full CAG membership meetings to include coordinating meeting presentations and logistics with select CAG steering committee members and inter-agency points of contact.
2. Schedule, prepare for, and lead preparatory sessions with division management and senior executive leadership prior to each CAG meeting.
3. Ensure the drafting and dissemination of meeting notes or summaries of conclusion for all CAG meetings.
4. Confirm and coordinate venue logistics for all in-person CAG planning efforts and meetings.
5. Draft and implement an annual project plan that drives a two-year planning cycle for all CAG meetings and associated business processes.
6. Establish an internal working group designed to ensure current continuity implementation activities are clearly identified and incorporate into future meeting agendas.
7. Engage executive branch organizations to identify best practices and lessons learned.
8. Assist with the review and revision of the CAG Charter.
9. Assist with the development and maintenance of a virtual CAG community of interest (COI).

Qualifications

Qualifications required:

Serves as the lead program manager for a complex and dynamic interagency forum that encompasses routine outreach, engagement, and communication with DHS and FEMA senior executives and management, senior leadership across departments and agencies, and White House offices.

The following qualifications are desired:
1. Strong project management and organizational skills;
2. Strong verbal and written communication skills;
3. Experience developing and leading briefings for senior government leaders and policy-makers;
4. Knowledge of national-level preparedness and/or continuity policy and planning doctrine;
5. Experience working on, or leading, inter-agency working groups;
6. Knowledge of SharePoint and Enterprise Shared Work Space platforms; and
7. Proficient with a multitude of software programs to include Adobe Connect, Microsoft Teams, PowerPoint, Word, Excel, Outlook, and Project.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
