Responsibilities

The AO's Budget Division seeks a self-motivated, experienced professional to serve as a Management Analyst in the Committee and Administrative Support Branch. The Budget Division prepares the judiciary's annual budget request to Congress, oversees the execution of the judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on judiciary budgetary issues. The Budget Division also provides staff support to the Budget Committee of the Judicial Conference, its Economy Subcommittee, and the Budget Advisory Council (BAC). The incumbent will report to the Chief of the Committee and Administrative Support Branch. The Committee and Administrative Support Branch coordinates and manages logistical requirements for the Budget Committee, its Economy Subcommittee, and the Budget Advisory Council (BAC). The Branch also provides professional and administrative staff support to the Budget Division and directs the planning, analysis, and implementation of projects/studies to improve Budget Division methods, policies, procedures, and IT systems.

The incumbent will report to the Chief of the Committee and Administrative Support Branch.

Duties of the position include, but are not limited to:
  • Planning and executing a variety of activities in the following areas: budget and finance, property, space allocations, procurement, records management, training, and travel management.
  • Managing Budget Division communications efforts, including JNet and AOWeb content, Budget Division publications, and coordination with other AO offices on budget-related communications:
  • Coordinating the review process for updates to the Budget Division's sections of the Guide to Judiciary Policy (Guide), as well as the Budget Division's review of Guide updates from other AO offices.
  • Updating and maintaining the Budget Division Microsoft SharePoint and Teams sites.
  • Ensuring the Budget Division's financial management practices are consistent with the AO's internal controls policy.
  • Serving as the Budget Division's primary point of contact for printing requirements.
  • Assisting the branch chief with coordination and execution of data governance, committee support, and advisory council activities.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience which is in or directly related to the line of work of this position. Specialized experience required for this position is demonstrated experience in at least THREE of the following areas:
  • Experience supporting the development and analysis of activities impacting the operation and administration of local, state, and/or federal government agencies.
  • Preparing and composing documents and other written materials, such as correspondence, policy documents, minutes, or reports.
  • Drafting and/or reviewing correspondence and other written materials for completeness, accuracy, and grammatical correctness.
  • Managing office communications, such as website content and publications.
  • Experience performing program analyses, including analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical projects and utilizing process improvement tools.
