Responsibilities

This Program Analyst (Financial/Travel) position is located in the Chief Finance Office (CFO), Financial Management Division, Financial Systems Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Gathers, develops, and evaluates system requirements, business process requirements, and functional and system testing plans in accordance with the Software Development Lifecycle Cycle (SDLC) process.
  • Provides travel management systems support in assigned areas in addition to supporting team lead/colleagues on change management and communications for the travel and financial management systems, as appropriate, to ensure users and stakeholders are aware of key features or issues to assist them in their day-to-day operations.
  • Communicates timely and effectively with Transportation Security Administration (TSA) end-users, stakeholders, field, and the TSA resource management offices to resolve system issues (e.g., to facilitate prompt travel reimbursement to our TSA travelers) and to share system-related information to ensure smooth and continuous TSA operations.
  • Performs management control assessments of financial and travel systems by identifying weaknesses in internal procedures and the design effectiveness of internal or management controls.
  • Develops system training plan, provides monthly schedule to the field, and monitors the plan quarterly for special requests (reporter, mobile, etc.). Performs an assessment and provides recommendations to the Branch Chief for follow-on year training plan.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
  • Developing and gathering functional and travel system requirements using the Software Development Life Cycle (SDLC) process in coordination and collaborating with multiple stakeholders and end-users; AND
  • Conducting system trainings and/or presenting and providing recommendations on policies, procedures, or training materials to different types of audiences.
