Summary

This position serves as the Supervisory Data Management Specialist for the Data Standards, Management, and Modernization Team (DSMM), Human Resources Line of Business (HRLOB), within HCDMM. The incumbent is responsible for the employees and work associated with OPM's governance, collection, and management of Federal Government-wide HC data.

Responsibilities

  • Works with Government officials, the Multi Agency Executive Strategy Committee, HR Directors, shared service provider officials, to ensure the generation, collection, governance and management of the Federal Government's Human Capital data is in concert with regulations and supports HC data culture for informed decision making.
  • Develop and implement HC data requirements and guidelines.
  • Oversee HC data governance methodologies, including database management, required human resource information system functionality and the relationship of personnel and payroll transaction processing to HC data quality.
  • Apply business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to the collection, qualify assurance, and utilization of HC data to support key business functions.

Qualifications

Applicants must have one year of specialized experience at the GS-14 grade level (or equivalent) that included: (1) Improving the usability and quality of data to advance the development of creative and valuable data products and solutions; (2) Applying business process engineering concepts and methods; (3) Ensuring data assets are accessible, trustworthy, and conform to established standards; (4) Establishing and enforcing data management principles to ensure efficient processes and seamless data lifecycle.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
