This recruitment is for one position with the VHA Regional Procurement Office East (RPOE) Network Contracting Office (NCO) 6 at 100 Emancipation Drive, Hampton, VA.

Realty Specialist/PD600500

The purpose of this position is to serve as a Realty Specialist for the Network Contracting Office (NCO) 6 within the Regional Procurement Office East (RPO-E). The office has the responsibility for the acquisition of leasehold interests in real property including projects requiring construction or alternation below. the prospectus lease level and within the thresholds as outlined in Department of Veterans Affairs (VA) Lease Handbook 7815, and for the complete lease administration for leases assigned to the incumbent by the VA Chief, Real Property Service (00CFM3C), VA Central Office.

Serve as a certified Realty Specialist or warranted Leasing Contracting Officer in accordance with the Federal Acquisition Certification in Contracting (FAC-C), Veteran Affairs' (VA) and General Services Administration's (GSA) Contracting Officer Warrant Program (COWP), overseeing and managing several initiatives for the acquisition and administration of leasehold interests in real property such as Community Based Outpatient Clinics (CBOC), Vet Centers, Clinic, and Office Space.

Develop the acquisition plan, with consideration for promoting full and open competition. Prepare justifications for other than full and open competition. Estimate project costs. Identify funding issues, such as ascertaining customer funding and lease scoring. Determine the acquisition approach. Prepare schedules and milestone plans. Obtain all necessary approvals of acquisition plan. Complete market research to determine items such as surrounding land use, competition in the marketplace, barriers to competition, local planning and zoning regulations, parking restrictions and economic factors affecting the market.

Develop public notices through newspapers, public hearings and formal meetings with city offices to ensures all parties are abreast of VA's intent. Respond to questions from the public, special interest groups, city and public officials. Conduct market surveys to identify potential locations capable of meeting a space requirement for the Government. Direct and oversee all attendees of the market survey. Prepare market survey report, complete market analysis, and post survey notifications.

Complete historic preservation, floodplain, wetlands and environmental compliance checks. Identify the appropriate Request for Lease Proposal (RLP) and Lease templates. Develop the Request for Lease Proposal (RLP) package tailored to the requirements of each lease procurement. Complete all required reviews, obtain customer concurrence, and send lease proposal package to all prospective offers identified during acquisition phase. Receive and review lease proposal packages; analyze individual offers for responsiveness, completeness and technical compliance. Document the capability of each offer and assess their ability to meet the requirements in the RLP package in the Abstract of Offers.

Determine the financial capability and responsibility of the offer through references of local banks, Dun & Bradstreet, financial statements, and other means. Obtain, review, and approve appraisals to verify that negotiated lease considerations are commensurate with market value. Recommend the acceptance of the proposal determined to be in the best interest of the VA. Prepare final lease document and obtain all necessary clearances prior to award. Notify unsuccessful offers and synopsize award notice to the Government Point of Entry.

Serves as a certified Realty Specialist or warranted Leasing Contracting Officer (LCO) in accordance with the Veteran Affairs (VA) and General Services Administration's (GSA)Contracting Officer Warrant Program (COWP), overseeing and managing several initiatives for the acquisition and administration of leasehold interests in real property such as Community Based Outpatient Clinics (CBOC), Vet Centers, Clinic and Office space. Certification should be a LCO warrant level 2.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Undertakes assigned real property projects below the prospectus-level leasing, land acquisition and disposition, land use, and/or special real property projects. Leads a cross-functional project team, establishing project plans and schedules, achieving milestones and communicating effectively with internal and external stakeholders. Participates in program and project meetings to brief status, request leadership assistance on issues, and engage in problem-solving and lessons-learned discussions. Drafts correspondence related to projects, including responses to Congressional and public inquires, and review/approval packages. Ensures that departmental policy, regulations, and operational decisions are followed in management of projects. Monitors project performance, client comments and concerns, operational considerations, and outside influences having a potential impact on the project as well as policy or directives emanating from other VA administrations or staff offices. Communicates effectively with the project team to ensure that environmental, historic, community, legal and other considerations are addressed in projects to ensure the project's success. Receives direction and instruction from supervisor and other senior staff in NCO6, and effectively implements those directions/instructions.

Physical Requirements: The work is primarily sedentary with some travel required to inspect projects, evaluate potential properties and determine the feasibility and cost of acquisition through lease. But, it may require bending, walking, standing while inspecting residences and office or storage space, or carrying light objects such as floorplans, sales or contract file folders, computer reports, or digests of sales. Oral communication with a wide variety of people is required.
