Responsibilities

The Department of Technology Services provides an array of enterprise services to the judiciary, both for national judiciary systems managed by the Administrative Office (AO) as well as local court-managed systems across the country. The Chief Operating Officer provides technical and operational oversight to the AO Technology Office, the Cloud Hosting and Networks Office, the Enterprise Operations Center, and the Systems Development and Support Office.

The incumbent of this position will report to the Chief, Service and Business Management Staff and the incumbent will be an enterprise infrastructure architect, which is a senior-level infrastructure and security architecture position. The successful candidate is adept at focusing on enterprise architecture perspectives for infrastructure security architecture to meet enterprise goals. The candidate must take a broader view of problems than a single domain.

Duties may include, but are not limited to, the following:
  • Developing Information Technology (IT) operational standards within the Chief Operating Officer (COO) domain.
  • Developing current state and operational roadmaps documentation in coordination with the COO program offices.
  • Maintaining an up-to-date technical understanding of current and near-future infrastructure technology within the COO domain.
  • Applying IT infrastructure architecture principles and best practices to assist the COO teams responsible for developing infrastructure requirements in specific functional areas.
  • Assessing plans and ongoing efforts to prevent overlap and ensure alignment with the Technology Solutions Office Enterprise Architecture (EA) guidance, IT strategy, and adjudicated standards.
  • Applying gap analysis techniques to define the nature and extent of the COO IT infrastructure scope changes and communicating business cases to decision-makers.
  • Preparing as-is and supporting the development of to-be IT infrastructure components including schematics to describe data centers, networks, redundancy, failover, disaster recovery, storage, messaging, monitoring and other IT infrastructure components.
  • Ensuring the integrity of the COO IT infrastructure systems and plans with overall EA guidelines established by the Technology Solutions Office.
  • Guiding the work of technical systems/data analysts and documentation specialists.
  • Assisting with the definition, documentation, and communication of operational blueprints and modeling standards, best practices, and guiding principles for enterprise IT.
  • Conducting and participating in Architecture Review Board (ARB) and Engineering Review Board (ERB) design reviews for all projects and materially contributing to the COO's IT and EA infrastructure and goals established by the Technology Solutions Office.
  • Assisting with identifying COO-level data assets, their systems of record, and building roadmaps to improve the quality, availability, usability, and other characteristics of the data.
  • Contributing to the design of COO metadata attributes, collection and management processes, and publication to an enterprise metadata repository.
  • Facilitating the mapping and auditability of the COO's information assets.
  • Assessing the impact of new solutions on existing or planned architectures on the COO ecosystem.
  • Managing risks related to COO IT and information assets.
  • Leading or participating in strategic studies as needed.
  • Participating in defining the approach for the evolution and integration of the different business and technological components of COO information systems.
  • Monitoring trends and new technologies in order to identify opportunities for optimization within the COO ecosystem.
  • Fostering innovation within the COO ecosystem to create business value.
  • Promoting the value of adjudicated EA standards, architecture principles and best practices.
  • Coaching and supporting teams on architecture practices and tool / artifacts usage.
  • Assessing and communicating to the COO stakeholders a meaningful and usable architecture for their area of responsibility.
  • Coordinating with the EA Governance and processes.
  • Identifying COO organizational requirements for the resources, structures, and cultural changes necessary to support the architecture roadmap. Monitoring and continuously improving architecture maturity level (Key Performance Indicator definition, measurement, and report).
  • Identifying, documenting, and sharing the main components of enterprise IT architecture and the inter-component relationships within the COO ecosystem.

  • All new AO employees will be required to complete an FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:
  • Applying IT infrastructure architecture principles and best practices to assist teams responsible for developing infrastructure requirements in specific functional areas.
  • Assessing plans and ongoing efforts to prevent overlap and ensure alignment with a specific program office Enterprise Architecture (EA) guidance, IT strategy, and adjudicated standards.
