Responsibilities

Coordinates and develops social science research and evaluation for the Research & Program Evaluation Section, Behavioral Programs Branch, Marine and Family Programs Division. Serves as liaison with the program staff to help develop, conduct, and interpret surveys and needs assessments, program evaluations, studies, and report qualitative/ quantitative findings to the management team. Serves as an expert for administration and analysis in formal research projects. As directed, conducts liaison with Headquarters Program Managers and field prevention assets to provide: guidance on principles of research; interpret research policy as it relates to the Department of Defense (DoD) and Marine Corps Community Services (MCCS); provides organizational strategic planning strategies for the use and application of study results; identifies research and evaluation opportunities; and conducts feasibility and outcome studies on new MCCS programs and services.

Recommends administrative and fiscal policies and strategies, as well as, management and administrative techniques to support and defend MCCS Behavioral Programs, including performing special studies, program reviews, and evaluations. Assists in writing specifications for the contracting, procurement, and fielding of projects; schedules command participation and training for contracted surveys, as required. Assists in determining research methodology and devises sampling plans. Evaluates cost-effectiveness of conducting research and presents findings to the management team. Designs data collection instruments. Develops recommendations. Develops formal and informal customer feedback systems, to include focus-group capabilities.

Prepares and presents technical papers, reports, studies, and briefings covering research findings, evaluations, study outcomes, and various other research and evaluation issues to management staff and senior leadership. Uses a variety of presentation techniques, graphic presentations, and models to explain results and assist program personnel and weigh various alternatives. Supports the development of appropriated and non-appropriated fund budgetary requirements.

As directed, maintains liaison with sister services' evaluation and research staff members and civilian professional organizations. As an Action Officer, attends conferences and meetings, prepares reports on conferences. Performs under the general supervision of the Research & Program Evaluation Section Head within the Behavioral Programs Branch. Approximately twenty percent of time may be spent on business-related travel outside of Washington DC area.

Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor's degree in Social Science or a related field appropriate to the work of position and three years of experience in the occupation, or a related field or work area, or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Proficiency in research-related software a plus. Knowledge of social services practices, micro/macro social service, and sociological concepts/methods to evaluate the similar programs and make sound recommendations of development of tactical and strategic social and behavioral health strategies. Knowledge of program evaluation principles. Knowledge of various traditional and progressive research techniques. Knowledge of concepts and procedures of sampling design.

Knowledge of the methods and analytical techniques for interpreting raw demographic and psychographics data. Knowledge of statistics and basic/advanced mathematical analysis. Ability to interpret the results of qualitative research projects and studies. Knowledge of various verbal, graphic, and mathematical models. Knowledge of specialized statistical and database computer software. Ability to plan and organize conferences and meetings of high-level officials. Must possess skills in written and oral communication.
