The USPS OIG is seeking a highly qualified applicant to fill our Information Technology (IT) Specialist (Business Intelligence), position in the Office of Chief Information Officer (CIO) located in Arlington, VA.

Responsibilities

The successful candidate will be the expert technical authority responsible for the business intelligence reporting and analytics; responsibilities include design, documentation, development, modification, testing, installation, integration, implementation, and support of new or existing software used for reporting and analytics.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $122,530.00 - $159,286.00. The salary figures include locality pay.

  • Responsible for translating complex data from multiple data sources into coherent enterprise-level reports, ad-hoc reports, and analytical dashboard to highlight key themes, findings, and business implications.
  • Responsible for maintaining and updating existing reports and dashboards.
  • Responsible for managing security within Power Bi Workspaces and developing Row Level Security within reports.
  • Responsible for using data literacy best practices (including data ethics, data security, and data management) when developing reports and dashboards.
  • Manages multiple parallel assignments and meet specified milestones.
  • Collaborate with internal customers and technical team members to assist with requirements definitions, solution designs, technical architecture, and delivery.
  • Coordinates with database administrators (DBAs) and application technicians when there are changes or issues related to data sets feeding reports.
  • Acts as an administrator for data analytics tools, such as Power BI.
  • Completes customer support requests and system troubleshooting. Interacts with and maintains effective working relationships with individuals, business stakeholders and subject matter experts to understand problems and needs.
  • Leads feasibility studies of new and emerging business intelligence technologies.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university

AND
  • At least 5 years of specialized experience in the Information Technology (IT) field responsible for business intelligence reporting and analytics; design, documentation, development, modification, testing, installation, integration, implementation, and support of software used for reporting and analytics.

AND
  • Must possess the following:
    • Creativity
    • Initiative
    • Problem solving skills
    • Quantitative and qualitative analytical skills
    • Ability to work independently and on a team

DESIRABLE QUALIFICATIONS
  • Advanced degree in Information Technology Systems or related field
  • Knowledge and or experience in the law enforcement and/or audit industry

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Demonstrated experience joining large amounts of data from variety of sources (Cloud and On Premise) into creative and informative visuals and reports using tools such as Power BI, Tableau, and SQL Server Reporting Services (SSRS).
  • Experience integrating Power BI with other components of the Microsoft BI Stack, with specific emphasis on Power Apps, Power Automate and Azure services.
  • Demonstrated experience writing advanced SQL queries, Data Analytics Expressions (DAX) and Power Query for the creation of views/tables, calculated columns, measures, relationships, functions and stored procedures.
  • Adept in designing and publishing reports, scheduling refreshes, and managing security for Power BI workspaces, reports, and dashboards.
  • Ability to translate business requirements into high-quality reports in a timely, efficient, and professional manner.
  • Ability to communicate effectively, both orally and in writing, to express and present ideas clearly and concisely to technical and non-technical staff.
