The primary purpose of this position is to serve as a Senior US Government Representative for F-35 Joint Program Office Legislative Affairs (LA). This is a one-of-a-kind position in that it is the single technical expert in this area for the organization supporting the three Services and International Partner countries.

Responsibilities

Senior US Government Representative for F-35 Joint Program Office Legislative Affairs (LA): responsible for preparing Congressional reports, responses to legislative inquiry, testimony materials, and official engagements in support of F-35 legislative requirements. Coordinates Congressionally-focused materials with staff subject matter experts, and advises senior leadership team on all aspects of legislative communications. As F-35 Joint Program Office senior legislative liaison, works at the Department level with Defense Acquisition Executive and Senior Acquisition Executive staffs. Applicant must be independently capable of complex and high visibility senior executive level engagement, communication and staff coordination. Familiarity with defense operations and weapons systems acquisition is desirable.

Plans and organizes the organizational's Congressional information and liaison program regarding aircraft and weapon design, development and acquisition; aircraft modifications; maintenance and repair; and material support for the fleet.

Receives, reviews, researches and analyzes Executive Orders and proposed regulations and legislation.

Manages a centrally organized Congressional information program, primarily through a highly effective working relationship with SECAF's Office of Legislative Affairs, the Chief of Staff of the Air Force, and Secretariat level offices.

Maintains a continuous liaison with other organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include a very comprehensive knowledge and thorough understanding of the organization, policies of the Executive Branch, the Office of the Secretary of Defense, other service departments, the Secretary of the Air Force, the Air Staff, and major commands; AND Thorough knowledge of the workings of the Senate and House and their various committees and the protocol; AND Developing resource (staffing and funding) guidance for subordinate activities, and performing continuous appraisal of the utilization of organizational resources in accomplishing program objectives and goals.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advanced management and organizational policies, procedures, principles, concepts and theories along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the military command's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource (staffing and funding) guidance for subordinate activities, and performs continuous appraisal of the utilization of organizational resources in accomplishing program objectives and goals. The work requires ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques. as well as administrative processes of Congress, Congressional Staffers, Secretary of the Air Force, Secretary of Defense and the White House.
2. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop project standards covering complex program functions or missions of the organization. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques.
3. Expert knowledge of wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the AF, or in measuring and evaluating organizational accomplishments to include used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
4. Knowledge of program protection, system security, technology assessment and control, foreign military sales, information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
5. Skill in negotiating effectively with management to accept and implement recommendations when they involve substantial resources, extensive changes in established procedures, or conflict with organizational desires. Preparing recommendations for senior management to change the way projects are carried out; in evaluating the content of new or modified procedures for projected impact upon programs and resources; and/or in translating basic rules of engagement into program goals, actions, and deliverables.
6. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, to better support mission objectives, select and coordinate with appropriate parties of interest, and champion Joint Strike Fighter opportunities in the legislative process.
7. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
8. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations. Ability to plan, organize work and direct team study work to meet deadlines.
