Responsibilities

You will:
  • Review, analyze and interpret a variety of regulatory, directive and statutory material. Advise management and present acquisition training to, customers and Contracting Officers on contracting policies and procedures for the guidance and control of contracting activities.
  • Conduct the annual 100% review of Blanket Purchase Agreements as required by regulation and reports on the results to the Procurement Officer. Evaluate the scope, nature and time span of the work to be performed and its impact on productive capacity, management, operating policies and practices of the contractor and its effect on the depot's requirements.
  • Provide technical acquisition advice and guidance, interpret policies and instructions relative to new or revised procurement policies, procedures, methods, and techniques for contracting activities within the Agency.

One or more positions may be filled.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience in procurement activities such as, the formulation of acquisition pre-award documents, evaluation of proposals, or preparing and providing procurement analysis of contracting documents, acquisition rules, regulations, policies and procedural guidance.

Your application package will be used to evaluate your competencies in the following areas:
  • Knowledge of a wide range of contracting methods and contract types as well as knowledge of instruction principles, methods, techniques, and skill in their use sufficient to provide training materials and instruction on acquisition policies, requirements and practices.
  • Knowledge of pre award and post award, contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans and contract changes for propriety of acquisition method, contract type and documentation.
  • Skill in written and oral communications sufficient to prepare written guidance and decisions; to explain and defend decisions to contracting personnel, contractors, or higher-level reviewing officials; and to conduct training.
  • Knowledge of regulations, statutes, and related material to develop local supplements and operating instructions.

Current EPA Employees: In addition to the requirements above, you must have (and will be required to maintain) a Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting Certification Level I.

Applicants Who Are Not Current EPA Employees: You will be required to obtain and maintain a Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting Certification Level I.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor's or higher degree from an accredited or pre-accredited college or university in:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
