Responsibilities

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSM), Office of Communications, located in Washington, DC.

The Office plans, coordinates, and conducts internal and public information programs to assure that information is readily available to employees, the public, and the media, and accurately represents Office of Surface Mining's (OSM) mission and the performance of its programs.

The incumbent provides technical direction for the communications and technology transfer activities located in the three Regional Centers. The incumbent also maintains a system to control incoming/outgoing OSM correspondence, maintains and monitors other issue tracking systems, coordinates Freedom of Information Act responsibilities and assures OSM compliance with the Privacy Act of 1974. Maintains appropriate liaison with the Departmental congressional liaison personnel and with individual Members of Congress and its committees.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
  • Creates and writes news release, media advisories, official statements, Public Affairs Guidance, and other materials. Works with the media to disseminate information on national and regional programs of OSMRE.
  • Develops communication plans and assists in the execution of communication actions.
  • Serves as agency spokesperson in spokespersons absence for inquiries from news media and the public for information regarding OSM programs and activities.
  • Plans and coordinates special events, such as news conferences, ceremonies, receptions, photo opportunities, and other types of public events.
  • Analyzes and evaluates information needs for OSMRE and develops and implements appropriate strategies to meet identified needs.
  • The Office of Surface Mining Reclamation and Enforcement (OSMRE) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Range Information:
    GS-13: $103,690 - $134,798
    *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

    Minimum Qualification Requirements:
    To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying.

    GS-13 Specialized Experience:


    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must Meet All.
    1. drafting proposed responses to media queries for review and approval; and
    2. drafting news releases and articles for distribution; and
    3. creating and/or managing content for organizational publications.
