Summary This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Washington, DC This position supports the full spectrum of human resources (HR) programs in OHRS through work analysis and presentation of specialized HR program data where they are professionally responsible for the soundness and validity of their recommendations, reports and services. Responsibilities Collects and assists in human capital data analysis projects. Identifies and evaluates alternative methodologies based on applicable scientific research with respect to validity, consistency, effectiveness and ease of administration/application. Develops and implements a multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews and data analysis. Conducts research and consults on various human capital topics. Effectively and convincingly communicates both orally and in writing information about a variety of human capital programs with senior management, all management staff levels, and program officials. Supports and develops tools for employee selection/development, organizational assessments and other human capital issues that require the application of new and emerging theories, approaches and testing methods. Requirements Conditions of Employment Qualifications Recent Graduates Program Eligibility: To qualify for the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding the closing date of this announcement. Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study. FOR RECENT GRADUATE ELIGIBILITY: The transcript(s) or official letter from the registrar's office MUST include the date your degree or certificate was conferred. Applications will not be considered without this documentation. NOTE: Copies of degrees, certificates, and diplomas are not considered acceptable documents to determine Recent Graduate Program eligibility. YOU MUST FIRST MEET RECENT GRADUATE PROGRAM ELIGIBILITY TO BE CONSIDERED FOR THIS POSITION. YOU MAY THEN QUALIFY FOR THE POSITION BASED ON EDUCATION, EXPERIENCE OR A COMBINATION OF BOTH AS DETAILED BELOW. THE FOLLOWING REQUIREMENTS MUST BE MET PRIOR TO CLOSING DATE OF THE ANNOUNCEMENT: BASIC EDUCATION REQUIREMENT: Applicants must have a four-year degree or higher with a major or equivalent in Psychology for this position. You must attach copies of your transcripts to this application to verify your degree(s). These can be unofficial copies. Minimum Qualifications: GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector which includes: (1) experience in implementing and managing human capital programs to include human capital program evaluation and HR data analytics; 2) experience developing program evaluation studies to support selection programs and human capital programs, (3) experience developing communication and training materials to engage the workforce and improve employee engagement. It is available for your review on OPM's Qualifications web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Must possess experience performing statistical analysis using software such as or similar to: Tableau, R, and PowerBI. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/10/2021. RECENT GRADUATE PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a term or permanent position in the competitive service. There is no guarantee for conversion. To be eligible for conversion, Recent Graduates must: Successfully complete the developmental minimum one year period identified. Demonstrate successful job performance. Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted. Complete 40 hours of formal interactive training within developmental period. Sign a Pathways Programs Participant Agreement upon appointment. Meet established goals outlined in the Recent Graduate's Individual Development Plan (IDP). Recommended by supervisor/manager for conversion to permanent OR term position. Recent Graduates converted to term positions may later be non-competitively converted to permanent positions. The non-competitive conversion must occur upon successful completion of the one year Program period or at the end of an approved extension, not-to-exceed 120-days. If participants are not converted on the date of their service requirement as listed on the Participant Agreement or at the end of an approved 120-day extension, their appointments must be terminated. Education Education may not be substituted for experience for this position. Additional Information SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation may be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
