Position DescriptionSr. Navy Foreign Military Sales Case Management SpecialistSerco has a great opportunity for you to take a leadership role in supporting US Navy acquisition programs for cutting edge systems and sensors for our international partners! Join an integrated government-industry team in and around the historic Washington Navy Yard right by Nationals Stadium, but primarily remote during this time of max telework. Use your expertise and collaborative skills to positively impact our national defense and make a difference in the world's greatest Naval international partnership.Serco will provide technical support to its customer, a defense acquisition program management office which is responsible for the development, acquisition, production, fielding, and lifetime support of critical Navy systems in support of international partner Navies as part of the Foreign Military Sales (FMS) program. This senior-level position has aspects of FMS case management, International Programs, defense acquisition management, contract management, financial management, and other related acquisition skills.In this role you will:Be the recognized authority in advanced principles of acquisition management and lead a team in applying knowledge and expertise in acquisition program management to specified programs throughout their life cycles. Possess (at time of hire) proficient expertise in FMS CM, program management and acquisition support including cost, schedule, and various FMS Information Technology (IT)/Management Information Systems (MIS) such as Case Execution Performance Tool (CEPT), Defense Security Assistance Management System (DSAMS), Management Information System International Logistics (MISIL), Security Cooperation Information Portal (SCIP), etc.Prepare FMS CM related materials and support discussions related to FMS cases, and attend various program meetings/reviews. The meetings/reviews consist of Working Group Meetings, Program Management Reviews, Financial Management Reviews, and other FMS CM meetings as needed. Meetings to include both CONUS and OCONUS.Be well-versed in the defense acquisition process and areas relating to acquisition policy and best practices including acquisition streamlining and be able to apply that knowledge and experience in executing actual programs.Be knowledgeable in new acquisition practices such as rapid acquisition, DEV/SEC/OPS, use of collaboration tools, and data analytics in support of the program office.Manage schedules and plans of action related to system acquisition. Support may include program and milestone reviews, budget management, coordination with higher-level acquisition and sponsor organizations under program office leadership, and coordination with Fleet support organizations on behalf of the program office.Support program office tasking related to acquiring complex Naval systems. Work will require coordinating and collaboration with staff from the program office, other contractors, system developer/manufacturer, and government field activities or labs.Support senior government personnel and project managers in various acquisition and management activities related to design, product development, test, production, or in-service support. Assist in program office management of projects, tracking progress against schedules, managing acquisition tasking and funding of supporting organizations, driving, and coordinating accomplishment of actions, coordinating the development of proposed solutions to issues, managing risk, supporting meetings, and providing critical analysis of acquisition processes and progress on behalf of the government program management office. Provide immediate supervision and guidance to less experienced team members and help guide your integrated team to accomplish program office tasking most-effectively. Perform additional duties and responsibilities as assigned.QualificationsTo be successful in this role, you will have:Experience with FMS Case Management, International Programs, and training equivalent to the Senior level at time of hire.Knowledge of defense acquisition principles and practices. Bachelor's degree and 10+ years of related experience. Advanced internal team communication, presentation, and interpersonal skills. Skillful writer with ability to record technically complex topicsAcute attention to detailProficiency in Microsoft Office suite programs, MS Word, Excel, and PowerPoint. Must be a US CitizenA current or active DoD Secret Security Clearance or must be able to obtain and maintain a DoD Secret Security Clearance.Additional desired experience and skills:Work experience may be adjusted based on an advanced degree. Degree requirements may be adjusted based on additional related experience, highly specialized knowledge, or uniquely applicable experience. Previous government program office experience desired.
