Position Description Mid-Level Foreign Military Sales Acquisition/Program Management Analyst Serco has a great opportunity for you to take an advancing role in supporting US Navy acquisition programs for cutting edge systems and sensors for our international partners! Join an integrated government-industry team in and around the historic Washington Navy Yard right by Nationals Stadium, but primarily remote during this time of max telework. Be instrumental to the support of US Navy Foreign Military Sales (FMS) acquisition while building your professional background and expertise in support of the world's greatest Naval international partnership. Serco will provide technical support to its customer, a defense acquisition program management office which is responsible for the development, acquisition, production, fielding, and lifetime support of critical Navy systems in support of international partner Navies as part of the Foreign Military Sales (FMS) program. This mid-level position has aspects of FMS Case lifecycle management, defense acquisition management, contract management, financial management, and other related acquisition skills. In this role you will: * Function as an integral part of an integrated country management team whose goal is to meet/exceed FMS Customer requirements, as guided by the case managers, assisting Case Managers and the respective program teams with various program management responsibilities, including attending, and supporting program related meetings, providing support to the development of presentational/briefing materials, publication support, correspondence, action item tracking/closure, and weekly reporting. * Develop FMS case actions (eg, P&As, LOAs, Modifications, Amendments, etc.) in DSAMS, including coordinating the definition of scope and associated pricing inputs with the providing organizations. * Support the development and update of case execution plans, including spending plans and deliverables for all FMS case task performers for incorporation into the system of record Task Planning Sheets (TPS). [Note: BFM contractor will lead TPS development/input into NAVSEA Enterprise Planning System (NEPS).] * Develop formal correspondence to the partners in support of such activities as providing action item responses and communicating case-related information to partners. * Be knowledgeable in the defense acquisition process and be able to apply that knowledge to real programs. * Be familiar with new acquisition practices such as rapid acquisition, DEV/SEC/OPS, and use of collaboration tools in support of the program office. * Support program office tasking related to acquiring Naval systems. Work will require collaboration with staff from the program office, other contractors, system developer/manufacturer, and government field activities or labs. * Help to manage schedules and plans of action related to system acquisition. Support the government and contractor team in the execution of program reviews, budget management, coordination with related acquisition organizations and field activities, and coordination with Fleet support organizations on behalf of the program office. * Assist in the tracking and management of tasking and spending of organizations providing system acquisition and acquisition support. Collect data and track funding against benchmarks for obligations and expenditures. * Support government managers in various acquisition activities related to design, product development, test, production, or support. Assist the program office by tracking progress against schedules, recording and coordinating accomplishment of actions, coordinating the development/reporting of proposed solutions to issues, supporting meetings including generation of minutes and actions, and coordinating with external stakeholders on behalf of the government program management office. * Provide guidance to less experienced team members and work as a team to most-effectively accomplishing program office tasking. * Perform additional duties and responsibilities as assigned. Qualifications To be successful in this role, you will have: * Knowledge of FMS and the FMS Case writing process. * Experience using DSAMS. * Knowledge of defense acquisition principles and practices. * Bachelor's degree plus 4+ years of related experience. * Well-developed team communication, presentation, and interpersonal skills. * Proficiency in Microsoft Office suite programs, MS Word, Excel, and PowerPoint. * Must be a US Citizen * Active Secret Security Clearance Required * Additional desired experience and skills: * It is not expected that you will have experience in all the responsibilities listed above at time of hire but will have a background that supports quickly taking on some or all of these roles under the guidance of a more experienced team member. * Work experience may be adjusted based on an advanced degree. Degree requirements may be adjusted based on additional related experience, highly specialized knowledge, or uniquely applicable experience. * Enthusiasm and a willingness to learn and take on responsibility. * Willingness to travel with a team internationally in support of program objectives. * Experience in collaboration tools such as SharePoint is desired. * Previous government program office experience desired. Experience in ship systems, sensors, combat systems, or C4I systems desired.
