Westat has a new opportunity available for a Procure to Pay Manager to oversee operations, systems and strategy for a centralized team responsible for purchasing, vendor invoice processing, vendor payments, vendor management, expense report processing and related activities. Your leadership skills will be key as you transform processes and prepare the existing purchasing and accounts payable team members for procure to pay operations.

 Job Responsibilities:

•    Ensure accurate, timely, complete and compliant processing of all related transactions including compliance with the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
•    Maintain an adequate system of accounting records and controls for relevant areas.
•    Ensure closing and reporting requirements are achieved including 1099 reporting and escheatment. 
•    Develop and maintain procedures that support our related Finance policies.
•    Support internal, external, Government audits including coordinating with auditors, preparing required items and investigating findings and recommendations as applicable. 
•    Establish partnership with stakeholders, meet regularly to review performance using meaningful weekly/monthly business and operational metrics (KPIs), dashboards and analytics; highlighting risks, opportunities and ensuring any issues are proactively and timely addressed.
•    Develop, retain and manage staff in a learning and collaborative environment.
•    Lead and implement needed change while maintaining organizational cohesiveness and meeting near-term operational goals.
•    Demonstrate sound business acumen and the ability to think analytically and distill root cause.
•    Exemplify an ownership mindset through initiative, accountability, continuous improvement and collaborative problem-solving. 
•    Solve business needs with appropriate technologies, products or services.
•    Epitomize professional credibility as a curious learner while being adaptable and resilient.

Basic Qualifications:
•    Bachelor's degree in Accounting or related field with a minimum of 10 years of progressive finance and accounting relevant operations experience including a minimum of 5 years supervisory experience with a diverse team of finance professionals.
•    Extensive knowledge of procure to pay processes and best practices, including latest technology, policies and procedures.

Preferred Qualifications:
•    CPA and/or MBA.
•    Strong Deltek Costpoint proficiency and working knowledge of Workday. 
•    Working knowledge of FAR and CAS.
•    Experience standing up, designing or operating a similar team.
•    Experience managing annual transaction volumes in excess of 100,000.
•    Experience with project management and system redesign.
•    Experience with Lean Six Sigma or other process improvement approaches.
