Summary

This position is located in the Office of Administration (ADM), Division of Facilities and Security(DFS), Facilities and Logistics Branch (FLB). The supervisor is James Heck.

This position is in the Bargaining Unit. This position requires no travel.

Responsibilities

As a Project Manager you will perform complex engineering studies and analysis such as the cycle costing of operating systems, which may include electrical, HVAC, and plumbing/piping systems. You will provide engineering expertise in facility operating systems (e.g., HVAC) design, and redesign of existing systems including preparation or critical review of drawings, specifications, cost estimates, and design and construction schedules. Serve as a COR for multiple building/engineering projects.

Provide detailed, accurate and timely cost estimates and schedules for building alteration and construction projects. Lead agency's efforts in undertaking critical energy saving projects. Perform feasibility study and engineering assessment to ensure energy conservation projects meet agency's energy reduction and greening goals. Provide energy saving solutions and recommendations for agency's compliance with Executive Order 13693.

Oversee complex and highly visible contracted construction projects. Coordinate all daily activities associated with such projects including assessment of quality of work. Perform independent life cycle cost analyses of the White Flint Complex major operating systems to determine replacement schedules. Use competed analyses to work with General Service Administration (GSA) engineering and design personnel to develop plans to ensure the White Flint buildings retain top quality performance.

Perform studies, analyses and evaluations of operating equipment performance (e.g., breakdown analyses), maintenance and repair histories and characteristics of operating systems and components and energy consumption. Provide interpretation, adaptation and application of design and engineering principles and practices that lead to solutions to design problems. Translate these solutions into working drawings and specifications.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as experience that demonstrates extensive knowledge of the theory, principles and practices of the field of construction engineering/design, managing complex building projects, effectively using computers for cost-estimating, project scheduling, design, and project management including spreadsheets and computer aided design (CAD) software and techniques in the areas of HVAC design and layout.

The ideal candidate will be able to demonstrate the following:
  • Knowledge of the theory, principles, and practices in the field of engineering.

    (EXAMPLE: Describe specific training, education, and experience that demonstrates your knowledge of electrical or, mechanical or civil engineering theory, principles, and practices as applied to the construction of new or the improvement of existing buildings. Also describe experience performing studies and analyses of operating systems, e.g., HVAC, elevators, to measure performance or perform life cycle costing of equipment to determine replacement schedules.)
  • Knowledge of engineering design, principles, and techniques in the areas of HVAC design and layout, fire suppression, systems, electrical layout and design.

    (EXAMPLE: Describe specific training, education, and experience that demonstrates your ability to apply engineering design principles and practices along with a creative and artistic sense to the improvement of the exterior design or interior space layout of existing buildings, HVAC design and layout, fire suppression systems, electrical layout and design.)
  • Ability to manage complex building projects.

    (EXAMPLE: Describe specific training, education, and experience that demonstrates your ability to manage all phases of a complex building project from design through construction. Describe your ability to formulate project goals and objectives; develop statement of work and project task plans; evaluate contractor proposals; review contractor deliverables taking corrective action if appropriate; and develop detailed, accurate, and timely cost estimates and schedules. Describe your ability to provide guidance and direction to teams performing project tasks. Describe the scope and complexity of such projects.)
  • Demonstrated ability to interact and work effectively with management and staff at all levels, representatives of other federal and state agencies, licensees, stakeholders and members of the public, and to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives.

    (EXAMPLE: Describe internal and/or external instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus, and techniques you use to develop effective working relationships. Describe experience or education that demonstrates or supports your ability to represent an organization effectively in dealing with outside organizations and professionally representing the positions of your organization. Describe how your specific ability to communicate in a concise and proficient manner would contribute to the program management and analysis of a major multi-disciplinary organization such as the NRC.)

    Qualification for All Professional Engineering 0800 Series :

    Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • OR
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.     Additional information

    Although the NRC has operated under full time telework for most staff during the COVID-19 pandemic, the position advertised in this vacancy announcement will not be approved for post-pandemic full time telework and the selectee will be expected to relocate to the stated duty station.
