Responsibilities

Assists with ongoing efforts of sustaining the Procurement Management and Assistance Program including: coordinating applicable Statement of Work, specialized shipping/packaging/marking instructions, inspection and acceptance provisions, delivery or performance requirements, contract administration elements, specialized provisions, and instructions for offers and evaluation factors.

Assembles solicitation packages with contract formatted documents consistent with the policies applicable to the methods of contracting (e.g., sealed bid, negotiated, simplified acquisitions) in support of the NAFCON program, repair initiatives, Architectural and Engineering, Professional Services, and regional support.

Provides senior level review of junior contract specialist actions.

Performs Execution of Contract actions within their authority and binds the NAF.

Obtains all appropriate pre-solicitation clearances.

Supports the solicitation process including: advertising through appropriate means, establishing and updating prospective offerors/source lists, receiving and evaluating capability statements from prospective offers/sources, and prequalifying vendors.

Supports the pre-solicitation, pre-performance, and pre-construction phases of acquisitions by leading and/or supporting the meetings on-site and at the installations, and conducting site tours as needed to ensure equity to all prospective offerors or sources.

Supports and/or leads source selection activities of both a formal and informal nature including: spearheading source selection teams and oversight of the proposal evaluation stages, and participates in the selection of the successful offeror including award of the resultant contract and subsequent notification and debriefing of the unsuccessful offerors or bidders.

Conducts post-award contract administration function through contract close-out for those assigned actions including: post-award review of bonds; leading and/or participating in pre-construction meetings; coordinating with the Administrative Contracting Officer (ACO) and or the Contracting Officer Representative (COR) ; providing general and/or specific oversight of contractor, ACO and COR performance; overseeing the payment process; change order control; implementing changes through the reparation and negotiation of necessary contract modification's, supplemental agreements, exercise options, or other contractual actions; subcontracting oversight and performance monitoring; and retention and archieving.

Performs contract administration (e.g., terminations for default or convenience, cure notice and show cause processes, post-performance assessment, warranty administration).

Manages and coordinates a wide range of meetings, conferences, and other forums with Government, commercial, and educational entities to facilitate improvements in the construction contracting acquisition processes.

Develops documents in response to Claims, Protests, Freedom of Information Act, etc. for legal review and KO actions which may include settlement negotiations.

Assists with the construction contracting warrant program including: the contracting officer nomination and selection process, obtaining and providing appropriate training and mentoring for new and/or developing construction contracting officers, and conducting staff assistance visits and Procurement Management Reviews.

Assists and maintains the Navy-wide NAF construction contracting acquisition policies and procedures.

Develops and evaluates innovative methods for facilities design, construction, and contracting.

Delivers subject-matter presentations and represents N944 in various forums on a variety of construction contracting issues.

Assists in the preparation of the N944 budget.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.

Knowledge of the rules governing NAF and appropriated fund (APF) acquisition including laws, regulations, policies, and precedent setting legal decisions (e.g., Federal Acquisition Regulation).

Knowledge of financial management and acquisition as it relates to Department of the Navy (DON) and CNIC.

Knowledge of contract administration policies and practices.

Knowledge of the CNIC organizational structure and mission(s).

Skill in obtaining concurrence on recommendations when dealing with various levels of personnel in potentially challenging situations.

Skill in performing general and construction contracting tasks in both NAF or APF procurement environments.

Skill in using Systems Applications & Products.

Skill in performing contract negotiations.

Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.) and the ability to learn and train personnel on other automated platforms as necessary.

Skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to assigned work; and in preparing reports.

Ability to evaluate, certify, and audit contract proposals, awards and disbursements, acquisition reviews, inspections, and field assist visits.

Ability to identify, research, and solve problems pertaining to the function performed.

Ability to communicate effectively both orally and in writing.

Education

A 4-year course of study leading to a bachelor's degree with a major in any field OR 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR 4 years of qualifying experience and demonstrated job performance in a contracting position? .

Additional information

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Salary is dependent on experience and/or education.
