Summary

You will serve as an IT CYBERSECURITY SPECIALIST (INFOSEC), Organization Title: Watch Officer, in the Joint Mission Operations Center (JMOC) of U S MARINE FORCES CYBERSPACE COMMAND.

This announcement uses the Cyber Excepted Service (CES) Direct Hiring Authority to recruit and appoint qualified candidates to certain positions to the excepted service.

Responsibilities

  • You will evaluate the risk each operation poses to infrastructure nodes to ensure the high availability of infrastructure.
  • You will manage infrastructure resources as required for operations in support of approved concepts of operations and/or Cyber Tasking Orders.
  • You will coordinate with all entities/adjacent organizations to ensure external operational requirements are authorized and available for use during rehearsals and/or operations.
  • You will use information collected from a variety of computer network defense resources to identify, analyze, and report events that occur or might occur within their environment.
  • You will facilitate all necessary transfers of data between information domains.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must pass a Counterintelligence polygraph.
  • This position may require shift work, weekends, holiday work, overtime and irregular hours.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is in the excepted service and does not confer competitive status.


Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Remains up-to-date on the latest security and cyber defense information in order to validate the security analysis and identification capabilities of the security operations technologies and tools.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Continually evaluates current system security posture, monitors activities, and assesses the security awareness knowledge of staff as it relates to assigned areas of responsibility. Advises assigned business entities on methods to improve security posture.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Notifies designated managers, cyber incident responders, and cybersecurity service provider team members of suspected cyber incidents and articulates the event's history, status, and potential impact for further action in accordance with the organization's cyber incident response plan.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluates data collected from a variety of cyber defense tools (e.g., intrusion detection system (IDS) alerts, firewalls, network traffic logs, etc.) to analyze incidents and events at the systems or network level in order to mitigate threats.

In addition to your experience demonstrating the four competencies above, you must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: serving as watch officer managing risk to infrastructure; performing data management; AND facilitating and tracking all rehearsal cyberspace operations.

This position is within the Work Category Professional at Work Level Full Performance, Series and Grade GG-13.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Recruitment incentives may or may not be authorized to eligible new hires.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may or may not be authorized.

This position is covered by the Department of Defense Priority Placement Program.
