Summary

The Senior Management Analyst - DEIA (Diversity, Equity, Inclusion, and Access) supports the U.S. Agency for International Development (USAID) and the Bureau for Management, Office of Management Policy, Budget, and Performance (M/MPBP).

M/MPBP functions as the Operational Support Office for the Agency serving as the business partner for management functions and operations in Washington, DC and overseas. M/MPBP is responsible for:
  • Agency's OE and CIF budget planning and implementation.
  • Management guidance to ensure diversity, equity, inclusion, and accessibility, including policy coherence in adherence to laws, regulations, and executive orders.
  • Rule-making and de-regulation.
  • The Automated Directives System (ADS).
  • Conducting operational performance functions, including business process reviews, monitoring, evaluation, assessment, and continuous improvement, including training in business analysis.
  • Ensuring the Agency's suspension and debarment program is carried out in a robust manner.
  • Recommending resolutions of partner's assistance appeals to AA/M and/or the DAA/M.
  • Overseeing the Agency-wide internal customer service initiatives, including the Agency Approach to Field Services.
  • Providing a range of support services to Agency partner vetting programs, through its Central Vetting Group.
  • Providing leadership for the Agency AAPSM agenda.
  • Promoting key national security initiatives, like exchange visitor visa compliance, addressing climate change through operations, and direct partner vetting.

M/MPBP also serves as the Bureau for Management's Program Office and is the central Bureau unit for budget planning and implementation, communications, reporting, and administrative support services.

This includes:
  • Responding to Congressional inquiries and concerns on management issues and ensure compliance with related legislative directives.
  • Preparing senior Agency officials to testify before Congress about management issues.
  • Providing staff support and advisory services to the AA/M to address management priorities and emerging issues, including those related to their many statutory roles.
  • Working across M Bureau offices to promote integration and coordination.
  • Ensuring the Bureau's administrative and management services are provided in accordance with laws, regulations, and established guidelines and policies.
  • Preparing the Bureau's program budget and OE budget submissions.
  • Coordinating long and short-term budget planning.
  • Dispersing resources and tracking their utilization across the M Bureau.
  • Implementing and monitoring compliance with AA/M decisions on Bureau for Management allocation and expenditure of resources.

As appropriate, M/MPBP provides leadership, guidance, and advice to the Bureau, and to the Agency, on operational strategic direction, including promoting the efficiency and effectiveness of management and technical programs and making recommendations on shifting from lower value to higher value work. The Director of M/MPBP serves as the Acting Performance Improvement Officer, the Agency's Advisory Committee Management Officer pursuant to the Federal Advisory Committee Act (FACA). In addition to the Office of the Director, which contains a communications function, M/MPBP serves as the secretariat for the President's Management Council, the Agency Management Operations Council, and the Strategic Obligation Alignment Review (SOAR). The Office comprises five divisions.

Responsibilities
  • Develop and evaluate the M Bureau diversity, equity, inclusion, and access policies, procedures, communications, and training to enhance these elements in the workplace.
  • Actively update, monitor, and evaluate the short and long-term effectiveness of the M Bureau and M/MPBP strategies and plans aimed at supporting and promoting diversity, equity, inclusion, and access.
  • Develop diversity plans and initiatives aligned with USAID's overall DEIA strategic plan and support implementation of initiatives across business lines.
  • Ensure that all plans are developed in a timely manner and in accordance with applicable Federal laws, regulations, policies, and guidance.
  • Coordinate on a learning agenda and actively analyze, monitor, and evaluate while keeping all relevant constituents and officials apprised of any changes needed.
  • Regularly adjust and update plans in response to changing conditions, new mandates, or emerging trends.
  • Serve as an expert analyst in the assessment, including technological and operational and improvement of operational effectiveness or the improvement of complex DEIA management and administrative policies, processes, and systems.
  • Assist in determining need for written DEIA policies and procedures, oversee the development of policy, procedures, or technological platforms, review and recommend approval upon completion, support initial implementation, and make implementation improvement recommendations.
  • Present findings and recommendations on complex issues or problems impacting major programs such as DEIA.
  • Plan and develop quality programs, procedures, and methodologies to improve the effectiveness and efficiency of work methods and management controls for a major component of Agency operations, like DEIA.
  • Other operational performance tasks as assigned by the Director and Deputy Director of M/MPBP and M Bureau EMBRACE Council co-chairs (25 % of the time).
  • Other duties as assigned

Qualifications
  • Master's degree in a relevant field is required
  • 10+ years of total work experience
  • 5 - 7 years of specialized experience in leading DEIA data analysis, tactical action, and policy and procedure revision, including report writing related to improving the quality and efficiency of management operations
  • In addition, the candidate must have demonstrated experience in:
  • Providing expert advice to management on a wide range of complex programs/activities using a variety of qualitative and quantitative techniques to assess processes, systems, and mission support programs
  • Coordinating special working groups to solicit input and engagement on program initiatives that are critical to the mission
  • Determining the need for written policies and procedures and writing policies and procedures based on need
  • Providing technical assistance to management with planning systems and management programs, implementing project improvements, and communicating plans, proposals, and results to senior management using innovative techniques and visualization.
  • The candidate must have experience in equity audits, equity assessments, DEIA metrics, and making recommendations on specific actions that will reduce barriers, enhance goal achievement, and move the office/bureau/agency culture towards one that is more equitable, diverse, inclusive, and accessible.
  • Ability to obtain and maintain a USAID facilities access is required
  • Background check required

Knowledge, Skills and Abilities
  • The ability to creating dashboards and business process reviews is desired.
  • Project management skills are required.
  • Experience leading data driven (STAT) reviews, creating dashboards, and business process reviews are desirable.
