## Introduction This is a Special Appointment position, and serves at the pleasure of the Appointing Authority. ## GRADE 16 ## LOCATION OF POSITION Carroll County: 6852 4th Street, Sykesville, MD 21784 ## POSITION DUTIES The main purpose of this position is to examine, analyze and interpret accounting systems, records and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems. Employees may supervise the work of fiscal accounts and related support personnel. Manages and monitors Financial Management Information System (FMIS) reports related to accounting functions within the Agency and provides inquiries with departmental fiscal unit or vendors for information regarding postings. Inputs accurate and complete Journal entries in FMIS. Reconciles and processes all expense account reports for travel-related reimbursement, credit cards, including travel that is funded through CCBC-Essex Fund, equipment purchases and other agency expenditures through that fund. Responsible for reconciling petty cash. Review and track grant award and activity.Review and enter billing coding on agency procurement requisitions. Oversees and reconciles inventory for materials and supplies to include: office supply, janitorial supply, maintenance supply and officer uniforms. Reviews and prepares billing detail for officer uniforms issued. Processes orders for Digest of Criminal Laws. Serves as the Agency Property Officer, responsible for conducting and maintaining fixed assets, to include the annual inventory reports, quarterly reconciliation, processing surplus equipment requests, posting equipment/materials on state surplus website, updating Atrack records. Serves as the primary back up for the Agency's Fiscal Administrator, and in the absence of the Fiscal Administrator, maintains the critical operations of that office. ## MINIMUM QUALIFICATIONS Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing. Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Notes: 1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education. 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. 4. Applicants may substitute one year of professional auditing experience for one year of the required experience. 5. Candidates may substitute US Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education. ## DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the following preferred qualification(s).
