Job Description - Requirements and Responsibilities Is a journeyman software engineer reporting to the SimIS R Team Lead, supporting the Prime PM and R Principal and working collaboratively with the ADL team, the incumbent will possess the following qualifications: Maintaining and supporting the ADL Initiative cloud computing environment(s) and third-party cloud computing platforms. Task lead for specific technical projects, as assigned; and provides knowledge and experience in distributed learning technologies and software development practices. Research, design, create, and develop innovative advanced distributed learning software solutions using software engineering best practices and standards for systems containing complex mathematical algorithms; support development of software prototypes and technical documentation (eg, specifications) related to mobile applications, web-based applications and simulations; evaluate R prototypes, technical documents, and proposals. Analyze, evaluate, design and develop mobile/web/game-based software and content prototypes, technical documentation, specifications and user guides. Participate in technical communities of practice (eg, xAPI community) and have an ability to coordinate with professional organizations and standards bodies (eg, IMS, IEEE, ISO), DoD and Government bodies (eg, Defense ADL Advisory Committee) and International Defense bodies (eg, NATO, PfPC). Knowledge and expertise with distributed learning interoperability (eg, linked data, semantic web), distributed learning specifications (eg, SCORM, xAPI, Dublin Core) and Defense/Government distributed learning policy and policy bodies (eg, DODI 1322.26, DADLAC). Knowledge and practical experience with scripting and programming languages (eg, JavaScript, Java, Python, Java, C#), web apps and server stacks (eg, MEAN, LAMP, Django, REST, SOAP), client-side web apps (eg, Meteor, React, Angular, Knockout), web front-ends (eg, HTML, HTML5, JS, CSS, SASS), web simulation/games (eg, 3D graphics, shaders, rendering, data), web applications (eg, HTTP, SQL, cloud servers, operating systems) and finding and fixing software bugs. Ability to implement standard web security (eg, SSL certificates, OAuth), web-based data storage (eg, MySQL, SQL Server, Oracle, NoSQL), version control practices and software (eg, with SVN or a Git server like GitHub) and cloud-based technologies (eg, VMware, MS Azure and Office 365, AWS). Knowledge of standard systems engineering, computer software management, agile development methodologies, developing software using .NET, JavaScript and/or Java, and integrating software applications with database systems. Using and familiarity with learning sciences (eg, instructional design, learning theories). Perform other related duties as assigned. Experience, Skills and Qualifications Requires minimum 4 - 7 years' progressive experience in the related area as an individual contributor. Highly-enthusiastic, creative and passionate about producing education and training capability for the warfighter and experienced working in a dynamic, fast-paced environment. Positive, collaborative and dedicated team player who provides software subject matter expertise and guidance to successfully complete complex tasks. Ability to balance multiple projects to meet tight deadlines and customer satisfaction. Offer innovative and practical solutions for improving the quality of deliverables and efficacy of process execution. Ability to operate efficiently in a Windows or Linux platform with advanced computer skills including MS Office Suite of tools, MS SharePoint, and Adobe. Familiarity with Government and industry working groups and communities of practice. Experience working with senior level government and industry leadership. Knowledge of existing communications technologies and software. Outstanding written (prose, editing, proofreading and presentation) and oral communications skills, especially the ability to articulate complex strategic situations and strategies and to effectively communicate to audiences with and without distributed learning experience. Professional Candidate must have a US citizenship, no foreign contacts and the ability to obtain/maintain a DoD Secret security clearance. Education:Requires a bachelor's degree in Computer Science, Engineering or equivalent. Master's degree in technical area is desired. Travel:Office environment but some travel (15%) may be required.
