Marketing Statement:

The ideal candidates for this position are those with Computer and Data Science backgrounds, thorough knowledge of Maximo, strong MS Office skills and an interest in using numbers to convey information as well as identify trends. Daily work locations include working in the office at Carmen Turner Facility as well as the potential for remote work and occasional field visits at Metro facilities across the National Capital region. Core functions include designing new approaches to data collection/analysis, organizing, reviewing and distributing data as well as collaborating on special projects with our project managers to identify, understand and improve methods for using data to support the mission of The Authority.

Minimum Qualifications

Education
  • Bachelor's Degree in Statistics, Data Analysis, Business Administration, Engineering discipline or closely related field.
    • In lieu of Bachelor's degree, a high school diploma or GED and four (4) years of experience working in financial management, budget analysis and project management, in addition to the experience stated below, may be considered.

Experience
  • Two (2) years of experience performing facilities asset data analysis work and system administrator support including, but not limited to, reviewing and evaluating business processes.
  • Demonstrated utilization of Computerized Maintenance Management System (CMMS) and Enterprise Asset Management (EAM) Software (i.e. Maximo) to gather data, create and manage dashboards and provide information to management for planning, in support of Maintenance projects and/or program

Certification/Licensure
  • Possession of a valid Driver's License

Preferred
  • Transit/transportation related experience
  • Prior Maximo experience

Job Summary

The Facilities Asset Management Data Science Specialist designs, analyzes, evaluates, implements, and manages performance metrics of condition assessments and other data points in order to comply with legislative requirements as well as to improve facilities operations and maintenance programs. This includes collecting, forecasting, monitoring, and analyzing data. Provides support for asset maintenance applications and other business software applications utilized to manage and support Facilities Asset Management programs and projects. Acts as the Office subject matter expert for EAM (Enterprise Asset Management) systems and CMMS (Computerized Maintenance Management Systems) (i.e. Maximo), supporting and defining requirements, functional processes, standards, and operating procedures. Additionally, the incumbent performs technical and quality data analysis activities and manages the department's technical documentation storage platforms.

ESSENTIAL FUNCTIONS
  • Collects, reviews, analyzes, and interprets various data and operational information. Produces reports, to include trend, root cause and predictive analyses; PM/CM work orders; asset data collection; and failure code and time reporting. Captures condition monitoring data for Condition Based Maintenance (CBM) on an ongoing basis, providing proactive and value-added analytics to support management decision-making with detailed insight into strategies, internal processes, and organizational structure.
  • Develops, selects, and applies appropriate engineering, statistical, and mathematical techniques to measure the efficiency of facilities operations and maintenance programs, facilitating maximum utilization of human, financial and material resources and the effectiveness of work processes.
  • Analyzes, defines, and modifies data record and relationship structures within enterprises resource planning (ERP) databases, optimizing FAMO's data management and utilization. Analyzes labor force requirements and supports the development of recommendations and justifications to address labor deficiencies to support projects or other organizational initiatives.
  • Manages, implements, develops and recommends policies, procedures and standards for the storage, retrieval and update of FAMO data. Controls the integrity and security of departmental database information, serving as the office system security administrator.
  • Coordinates with the Department of Information Technology (IT) to ensure the compatibility of FAMO systems with WMATA standards and prevent redundancy in application development, systems installations, maintenance, and implementation of disaster recovery plans and procedures. Supports and redefines requirements, functional processes, standards, and business rules for the Enterprise Asset Management (EAM) and Computerized Maintenance Management Systems (CMMS).
  • Acts as the Office subject matter expert for EAM systems (i.e. Maximo) and assists in troubleshooting asset management database issues and supporting devices and mobile application software, as well as other maintenance related technologies used with the EAM database.
  • Ensures project lifecycles follow WMATA standards and procedures. Provides technical assessment and recommendations for FAMO related technology projects in the key areas of system development, project management, quality assurance, quality control, risk management, and scheduling, ensuring expenditures against project budgets are achieved.
  • Identifies data needed to properly measure a facility's' efficiency. Creates databases for analysis by extracting variables and information from multiple sources (e.g. maintenance, materials, financial) and integrating them to produce analytical results.
  • Uses the data analysis results to identify deficiencies in operational processes and recommends actions to close gaps and improve service delivery.
  • Creates reports, charts, graphs, and results from multiple computing and database systems to ensure effective management of Facilities Asset Management programs in alignment with WMATA's priorities for safety, service reliability, and fiscal responsibility.
  • Tracks, measures, and develops relationships between departmental data and other metrics such as cost/enplanement, cost centers, and other operating costs. Applies results to determine how to generate maintenance cost per asset, shop parts rates, streamline maintenance operations, or develop system maintenance schedules. Prepares charts and graphs to explain relationships between infrastructure asset maintenance and financial concepts for maintenance leadership.
  • Prepares and presents oral/written reports/recommendations within the areas of assigned responsibility as may be appropriate. Drafts work plan definitions, allocates and manages tasks, overall deliverables and status tracking for facilities/infrastructure systems integration and/or development.

OTHER FUNCTIONS
  • May oversee contractors and or other applicable staff (i.e. program assistants, technical documentation officers, etc.) which includes reviewing and evaluating work; managing workflow; measuring performance taking appropriate corrective action when necessary and providing guidance as appropriate/necessary.
  • Maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments and technologies as appropriate. Enhances professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
  • Performs quality control function such as field data validation/verification.
  • Operates Authority vehicle between work locations to perform job duties as required.
