Minimum Qualifications:

  • Bachelor's Degree in Engineering or a related field.

  • Five (5) years of experience in administering asset or facilities management functions including, but not limited to, performing building systems, equipment, and facility performance and condition assessments such as Reliability, Availability, and Maintainability (RAM), and sustainment engineering analysis
  • At least two (2) years of experience must be in a managerial / supervisory role administering asset /facilities management
  • Experience working with stakeholders, policy and procedure development, supervision of project staff, and/or budget management

  • Possession of a valid Driver's License

  • Master's Degree in facility management, engineering, or closely related field
  • Project Management Professional (PMP) Certificate
  • Certification in Facilities Management or Infrastructure Asset Management
  • Transit/transportation related experience
  • EIT or PE License

Job Summary :
Facilities Asset Management (FAM) Engineer is assigned to a group of facilities (non-revenue or revenue) on behalf of the FSVT's Facility Asset Management Office (FAMO) programs or projects in support of WMATA's Facility Lifecycle Plan. The Engineer conducts and utilizes analysis on work orders, facility failures, condition, energy usage and other matrices to ensure facilities and equipment are in a state of good repair. The engineer regularly collaborates with maintenance offices, other engineers, capital project managers, contractors and representatives from other disciplines within the Authority in support of facilities asset management programs and or projects. The engineer provides technical and quality guidance and coordinates the work of contractors and/or internal technical / support staff, to include supervising work of assigned staff.

  • Assists in the development, improvement, and update of all relevant information on WMATA's facility lifecycle plan for all assigned facilities and develops site specific profiles, describing all relevant aspects of facility maintenance for those facilities, ensuring effective management of Facilities Asset Management programs in alignment with WMATA's priorities for safety, service reliability, and fiscal responsibility.
  • Conducts on-site inspections and building condition assessments including, walk-through of the accessible and visible major building systems (mechanical, electrical, plumbing, structural, civil, or environmental survey) and observes building systems, components, equipment and conditions, to assess expected remaining useful life and significant physical deficiencies. Identifies the need for facility replacement, repair, and/or optimization, in accordance with current requirements of Fire/Life Safety / Environment / Building code and policy the American with Disabilities Act, by reviewing and approving designs, collaborating and coordinating with other WMATA offices/departments and applicable public agencies.
  • Collaborates on program and project development with applicable planning groups to provide necessary information from the facility assessment process. Identifies which system replacements and repairs should be combined as a single project or delivered as separate projects.
  • Performs pre-construction or maintenance project reviews, document reviews; construction and/or maintenance monitoring; desk and report reviews to ensure effective program and project performances.
  • Conducts secondary scope validation of initial and repeat assessments to ensure that condition index and system severity ratings are accurate and valid, and that adequate information is gathered to the base scope development for building repairs. Develops and provides scope information to the Program & Project Management Planning Section for establishing program phases based on building and system conditions.
  • Ensures that the appropriate Maintenance and Reliability metrics are in place throughout the site (i.e. asset utilization (OEE), planned/unplanned work, planning/scheduling metrics, cost metrics, MTBF, replacement asset value, etc.). Supports the deployment and execution of site level reliability excellence/maintenance programs and processes to effectively increase machine/facility system reliability and compliance.
  • Assists in the management of contracts by monitoring and assessing contractor performance and compliance and, collaborating with all applicable WMATA Offices / Departments to ensure product deliverables are in accordance with approved requirements before projects are finalized and transferred to operations for maintenance under FSVT. Ensures an effective transition, to avoid inheriting systems deficiencies and workmanship defects that would impact the asset life cycle and reliability
  • Conducts performance audits of maintenance offices within the FSVT by reviewing program requirements and procedures, gathering and analyzing performance measurement data, identifying potential issues, and recommending remedial measures, where appropriate, to ensure the maintenance offices are performing their functions effectively.
  • Prepares reports, special correspondence, and studies by gathering and analyzing data, documenting findings, offering recommendations, and presenting them in writing or orally, for either technical or non-technical audiences, providing FSVT management updates regarding the performance and operations of applicable offices and or branches.
  • Assists in the development and management of a facility document management program to track facility drawings, and project turnover packages. Prepares files, including equipment data sheets, impact assessments, P&ID & drawings, factory O&Ms, factory maintenance recommendations and maintenance work plans and procedures.
  • Aides in ensuring infrastructure and equipment systems stay in a state of good repair by providing technical expertise, troubleshooting and improved equipment maintenance/reliability strategies to optimize safe, compliant, and efficient operations of all facility and utility equipment and instrumentation. Establishes effective preventative and predictive maintenance plans for facility & equipment according to OEM recommendations, industry standards and process application.
  • Assists the Project Manager with the development of procedures and processes by reviewing and analyzing federal and state regulations, codes, standards; benchmarks internal operations against the best practices of other agencies and organizations to ensure the section performs effectively and is in compliance with laws and regulations; gathers and analyzing department data and prepares and presents recommended changes to operations and policies, using construction management software (e.g., MS Project etc.) and office productivity software (e.g., Microsoft Word, Excel, PowerPoint, Adobe Suite, etc.).
  • Manages contractors and or other applicable staff (i.e. inspectors, project coordinators, planners etc. Reviews and evaluates work product and performance of subordinate staff and takes appropriate corrective action when necessary; manages workflow; coaches and promotes individual growth /development; provides advice and counsel to staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
  • Ensures personnel are oriented in department procedures, safety practices, systems operations, and other governing regulations; reviews safety issues with employees prior to the start of projects; improves facility maintenance and operations processes where practical; and inspects and/or directs staff to inspect work in progress and upon completion to assure that repairs, maintenance, and project activities are in accordance with Agency regulations, policies, and operating procedures and practices.
