Job Summary/Company:

Sparks Group in collaboration with a non-profit client, is searching for a motivated Sr. Proposals Manager. The Manager will be responsible for leading proposal development, reviewing and analyzing proposal requirements, and build strategy for development. The ideal candidate will have prior experience in proposal management, managing cradle to grave activities and possess industry certification.   • Handle cradle to grave proposal development with internal and external contributors
  • Determine proposal concept, gather information, and identify requirements of solicitations
  • Assemble information including project narrative, objectives, deliverables, implementation methods, timetable, etc. for proposal development
  • Serve as lead proposal/technical writer, and guide proposal/technical writer teams and subject matter experts
  • Communicate with company leadership, teams, and partners, throughout the proposal life cycle and provide related documents
  • Meets proposal deadlines by establishing priorities and target; communicate proposal status to team
  • Participate in reviews of proposal materials developed by other proposal managers for compliance and proposal readiness to submit
  • Assess proposal to ensure a compelling and compliant proposal response
  • Perform team management, including monitoring proposal development efforts, setting priorities, and aligning resources
  • Perform additional duties and responsibilities as assigned by leadership

Qualifications/Background Profile:
  • Bachelor's Degree in a scientific field is required; Master's degree is preferred
  • Association of Proposal Management Professionals (APMP) certification is a plus
  • 10+ years of proposal management experience developing and managing the complete proposal lifecycle
  • Strong knowledge of federal scientific government procurement processes, and proposal development
  • Prior scientific research and laboratory experience preferred; Strong technical writing skills desired
  • Demonstrated experience with managing proposal efforts, resource allocation, quality assurance, and developing processes, and tools
  • Proficient using Microsoft Office and Adobe Professional applications
  • Ability to build and maintain successful working relationships with internal teams and partners, both internally and externally
  • Excellent communication skills with the ability to communicate with teams or present recommendations to increase the efficiency of the processes
  • Strong analytical skills to interpret complex reports, needs and documentations, excellent time management skills
  • Results oriented, strong leadership qualities with the ability to work in a fast-paced work environment
