Responsibilities

This announcement provides the opportunity for a reassignment/promotion to the position of Director, IT Operations position within Office of the Chief Information Officer (OCIO) located in Arlington, VA. The successful candidate directs, manages, and evaluates all aspects of OIG IT Operations, develops and manages IT support, network systems integration, compliance management, responsible for delivering IT services such as network, Internet and Intranet IT infrastructures, strategic planning for operations requirements; and IT security, system maintenance, and continuity planning. Evaluates and provides advisory services to the OCIO on ways to improve the use of IT supporting business processes and enhancing effectiveness of operations.

This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $144,128.00 - $172,500.00. The salary figures include locality pay.

Responsibilities include planning and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals. Provides innovative and expert leadership to the following areas:
  • Designs, develops, implements, utilizes, and conforms to enterprise cloud architecture application solutions, strategies, processes, and standards, focusing on expertise in cloud technologies. Collaborates with business owners, analysts, engineers, teams, and infrastructure services to define, establish, and communicate cloud application and data architecture standards, policies, and directions. Designs high quality architectures, and drives architecture activities that are aligned to organization requirements set by leadership.
  • Analyzing and defining network requirements; defining and maintaining network architecture and infrastructure; configuring and optimizing network servers, hubs, routers, and switches; analyzing network workload; monitoring network capacity and performance; diagnosing and resolving network problems; developing network backup and recovery procedures; installing, testing, maintaining, and upgrading network operating systems software; and/or ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services.
  • Developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data; conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs; promoting awareness of security issues among management and ensuring sound security principles are reflected in organizations' visions and goals; conducting systems security evaluations, audits, and reviews; developing systems security contingency plans and disaster recovery procedures; developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures; participating in network and systems design to ensure implementation of appropriate systems security policies; facilitating the gathering, analysis, and preservation of evidence used in the prosecution of computer crimes; assessing security events to determine impact and implementing corrective actions; and/or ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all IT services.
  • Developing telecommunications plans, policies, and procedures; defining and implementing requirements; conducting traffic analysis; directing operations; managing telecommunications programs; providing for data transmission; performing test and evaluation; and telecommunications deployment planning.
  • Providing innovative and expert leadership to diagnosing and resolving problems in response to customer reported incidents; researching, evaluating, and providing feedback on problematic trends and patterns in customer support requirements; developing and maintaining problem tracking and resolution databases; installing, configuring, troubleshooting, and maintaining customer hardware and software; developing and managing customer service performance requirements; developing customer support policies, procedures, and standards; providing customer training; and/or ensuring the rigorous application of information security/in.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university
AND
  • At least (7) seven years f specialized experience in Information Technology equivalent to the next lower grade level (GS-14) which includes: infrastructure design, operations, support and security
AND
  • At least (4) four years of previous supervisory experience managing and directing staff of technical subordinates in cross-functional team or projects and influencing senior-level management and key stakeholders
AND
  • At least 3 years of Cloud experience to include skills in planning, designing, engineering, architecting and implementing complex Information Technology solutions in the Microsoft Azure, AWS or other cloud environments
AND
  • Development and management of IT programs and plans illustrating successful integration of products and services

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Experience with structured decision-making in a highly complex environment that involves multiple programs and stakeholders, business priorities; financial/human resource constraints; and major technology and systems integration challenges.
  • Experience in the IT/Cloud Operations areas, enterprise network architecture, unified messaging, management and monitoring systems, lifecycle management, information security, and disaster recovery with an understanding of future trends.
  • Experience in understanding the needs and direction of an organization, creating both an IT strategic vision to support the organization along with an annual plan for tactical execution, and managing the IT activities to support both.
  • Experience managing multiple projects, some large or complex, using a systematic methodology from project initiation, through requirements, design and development, testing, implementation, maintenance, and retirement. Coordinate project activities in order to ensure that efforts are initiated and completed on schedule and within budget. Oversee IT Operations project portfolio.
  • Experience as a leader, supervisor, and manager to include federal employees and contractors, to achieve project performance goals and objectives, or direct progressive change within the organization, and projecting and managing the orderly introduction of innovation and change within a complex environment.
  • Experience in managing employees with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues.
  • Excellent oral and written communication skills with the ability to interact effectively at all staff levels: experience in the development and presentation of background, position, or decision briefs; and policy and program guidance.
