Summary

These positions are located in the Office of the Chief Information Officer, Bureau of Information Resource Management (IRM/CIO), the U.S. Department of State (DOS). IRM 's mission is to rapidly and securely deliver the knowledge information resources and related IT products and services needed for the Department's worldwide diplomatic teams to effectively accomplish the foreign affairs policy goals and objectives of the U.S. Government (USG).

Responsibilities

  • Serves as principal policy and program advisor to the CIO and senior Bureau officials on precedent setting IT and policy situations (domestic and abroad) that require policy changes.
  • Develops, plans, coordinates, and evaluates information resources functions and activities within the Office and Bureau and develops and recommends improvements in IT and administrative policies, programs, and policies.
  • Briefs senior management and staffs on technical and administrative policies and programs, as well as planned program and policy modifications.
  • Works with the Chief of Staff for the resolution of the most challenging and complex program planning issues in the organization.
  • Provides expert consultative advice and guidance to CIO, Chief of Staff and senior Bureau official's regarding critical and sensitive technical and administrative issues that are essential to the successful accomplishment of the Bureau mission.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
  • Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
  • Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
  • Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions

  • AND

    Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:
    • Experience analyzing, evaluating and recommending improvements to an information security program.
    • Experience analyzing and evaluating customer service deliveries of IT products and services, to implement policy change.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-15 position.

    Qualified candidates are assigned a score between 70 and 100.
