Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as an Operations Research Analyst performing cost and/or economic analyses for difficult to define, controversial, new or novel systems or services provided by installations worldwide.

Responsibilities

  • Develops and executes plans for the completion of analytical activities.
  • Conducts continuous analysis and evaluation of program performance measures and requirements determination methodologies to provide recommendations for improvement.
  • Leverages analytical capabilities to conduct a broad range of descriptive, diagnostic, predictive, and prescriptive analytics in support of customers across Department of Defense (DoD) and the Army.
  • Provides analytical expertise to program managers on building program requirements, articulating capabilities, and assessing operational risk.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:

Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify for the GS-12 level:
Specialized Experience: One year of specialized experience which includes analyzing data sets in order to present findings and recommendations; formulating theories; advising on program planning covering a broad range of mathematical and statistical concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

OR

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify for the GS-13 level:
Specialized Experience: One year of specialized experience which includes conducting studies; analyzing complex data sets in order to present findings and recommendations; developing information through various data collection/analysis procedures and technologies; testing and/or advising on technologies and methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • This position may be filled at the GS-12 or GS-13 grade level. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
