Summary

This position is located at the Bureau of Engraving and Printing, within the Office of Production Engineering. As a Management and Program Analyst, you will provide management of office and enterprise-wide processes and metrics, while also providing trustworthy counsel on the system interconnectivities within the BEP's manufacturing environment.

Responsibilities

As a Management and Program Analyst, you will:
  • Be responsible for program management support of office wide programs and initiatives (both administrative and technical programs), providing analysis and guidance on budgets (capital and operational), and advising in strategic planning decisions on office projects.
  • Identify means of problem resolution and cost-effective operational methods internal to the office for capital equipment purchases, manufacturing process and system improvement projects, and internal system development projects.
  • Develop solutions, methods, and programs that will likely affect both intra- and inter-office activities, and require collaboration with internal and external office stakeholders; for example, resolution of budgetary concerns would include working with program office, finance, acquisition, and production engineering personnel.
  • Be directly responsible for the development, management, and continuous improvement of the offices internal document management processes and systems, and professional development training program.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
    • Using methods / techniques to analyze and measure the progress, effectiveness, and efficiency of administrative and/or technical programs. AND
    • Preparing various documents such as reports, formal and informal briefings, and presentations of a technical nature to management or supervisors
    OR You may substitute education for specialized experience as follows:

    Education: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university.

    OR
    Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education
    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09level for 52 weeks.

    • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
