Responsibilities

The Deputy Assistant Administrator (DAA) assists the Assistant Administrator (AA) of Enrollment Services & Vetting Programs (ESVP), who is responsible for all TSA enrollment programs, vetting, credentialing and prescreening programs to include TSA's Trusted Traveler and Registered Traveler programs and the implementation of corresponding policies and programs. The DAA is responsible for supporting the AA for ESVP in establishing, and managing program operations, technology, budget, and end-to-end integration of TSA frontline vetting mission priorities across TSA, as well as critical Intra and inter-agency executive coordination and outreach to achieve TSA mission essential strategic goals and tactical objectives in vetting, credentialing, and enrollment. In concert with the AA for ESVP, the incumbent influences and drives from concept to implementation a variety of TSA and DHS initiatives from identity verification, enrollment and registration for credentialing, biographic and biometric based vetting, passenger pre-screening, and integration with technology and multiple field operations.

High level duties include:
  • Driving continuous review of enrollment program (PreCheck®, HazMat, TWIC®, Alien Flight,....) standards and requirements and works closely with the PreCheck Marketing & Branding team to expand enrollment applications.
  • Overseeing the development of TSA security policy and regulations governing enrollment, pre-screening and credential vetting programs; Monitoring and reviewing all outstanding security policies affecting the industry for relevance. Policies include, but are not limited to, internal and external guidelines, agreements and regulations.
  • Overseeing the development, management and implementation of pre-screening and credential vetting security programs.
  • Maintaining awareness and/or mastery knowledge of the most current and impacting proposed/enacted legislation in the area of air cargo, aviation, maritime, and surface security policy, prescreening, and vetting.
  • Continually assessing the effectiveness of policy, programs, and operations and adjusts, as needed, to meet emerging priorities. Ensuring a risk-based methodology is used to establish and develop security regulations, policies and directives to reduce measurable risk.
  • Driving continuous, measurable security risk reduction.
  • Establishing organizational performance metrics in accordance with TSA's mission, vision, goals, and strategic objectives. Utilizing metrics to assess security improvement over time for the industry.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Professional/Technical Qualifications (PTQs) :

1. Expert knowledge of security policies, laws, regulations, and experience implementing and managing programs involved in vetting transportation workers and passengers; interpreting and evaluating vetting analysis and intelligence to determine future threats; establishing and implementing vetting policies as well as multiple complex, vetting capabilities, projects or programs that are integrated with field operations, multiple business processes, and technology, while building and managing a workforce based on organizational goals, budget considerations and staffing needs.

2. Experience developing and/or implementing policies or programs with national or industry-wide implications or with other large-scale applications.

3. Knowledge of the relationships between Department of Homeland Security components and programs and private sector organizations and/or other governmental departments, bureaus, or equivalent organizations in monitoring, networking with, and managing enrollment and vetting programs.

Executive Core Qualifications (ECQs) :

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.

Additional information

  • The TSA, an excepted service agency, was established by Public Law 107-71, ATSA, on November 19, 2001. ATSA provides TSA with the authority to modify and develop its own human capital program, provided such modifications are consistent with 49 USC 40122.
  • This is an excepted service position. However, there is an interchange agreement with the OPM and TSA that enables Career TSES members who have been approved by the Qualifications Review Board at OPM to qualify for Senior Executive Service (SES) positions without additional competition.
  • You will be required to serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position.
  • When you enter on duty, you will be required to complete a Public Financial Disclosure Report, OGE Form 278. You will need to provide this information annually.
