Summary

This position is located in the Division of Budget and Finance, Office of the General Manager, within DNFSB. The incumbent serves as a Financial Management Specialist and is primarily responsible for overseeing DNFSB financial operations and implementing budgetary and financial policies. The incumbent performs financial management activities of budgeting, cost, management analysis, accounts payable, accounts receivable, financial reporting, and policy and serves as a technical expert.

Responsibilities

  • Analyzing resources and expenditures to ensure efficient and appropriate use of funds. Monitoring agency expenditures and recommending program modifications/curtailments, as necessary. Preparing operating plans and analyses; evaluating and recommending revisions, as needed, to ensure the operating plan is in conformance with agency and OMB procedures regarding funds control.
  • Developing, implementing, updating, and maintaining a system of internal financial controls that assures financial resources are safeguarded from unauthorized use or disposal.
  • Monitoring the status of pending Congressional appropriations, amendments and supplemental actions and assessing the impact of new and revised legislation on the formulation and execution of the agency's budget.
  • Planning, developing, and coordinating financial management improvements necessary to comply with OMB directives and legislation, e.g., the CFO Act, the Federal Managers Financial Integrity Act, and the Government Performance and Results Act (GPRA).
  • Overseeing the effective operation of the DNFSB's procurement program, transit subsidy and charge card programs, and E-travel system.

Specialized Experience for GS-13:

Applicant must have one full year of specialized experience performing the following: 1) Overseeing the agency financial operations and Implementing budgetary and financial policies; 2) Developing authoritative interpretations of executive orders, OMB guidelines and directives, policies, and precedents within the agency; 3) Providing advice and guidance to management officials; 4) Communicating effectively in writing.

Specialized Experience for GS-12:

Applicant must have one full year of specialized experience performing the following: 1) Leading the agency financial operations and applying budgetary and financial policies; 2) Reviewing authoritative interpretations of executive orders, OMB guidelines and directives, policies, and precedents within the agency; 3) Providing advice and guidance to management officials; 4) Communicating effectively in writing.

Time-in-Grade Requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
