Responsibilities

This Budget Analyst position is located in the Visible Intermodal Prevention and Response/Joint Coordination Center (VIPR/JCC) Section, Field Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Works closely with VIPR/JCC Program Management to develop program operations and budgetary needs to create spend plans and accurately execute the budget according to plan.
  • Reviews, analyzes, evaluates and interprets complex regulations, policies and provides management with objective based information for making decisions on the administrative and programmatic aspects of fiscal budget and staffing resources.
  • Performs vital research and data analyses on contractual, budgetary and staffing actions and serves as a troubleshooter and data researcher for sensitive problems and issues resulting from management inquiries from the organizational offices.
  • Reviews budget object classes against payroll accounting reports and analyzes the expenditure of funds through the evaluation of accounting reports, payroll reports, travel reports, purchase and fleet card reports.

The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band G) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Reviewing, analyzing, evaluating and interpreting regulations and policies and provides management with objective based information for making decisions on the administrative and programmatic aspects of fiscal budget and staffing resources.
  • Ensuring the alignment of organizational goals and policies and the requirements of program and/or work activities and assists management in developing approaches to address current and anticipated budget/staffing problems and issues.

OR

Completion of a Ph.D. or equivalent doctoral degree in education or a field in or related to finance;

OR

Three full years of progressively higher level graduate education leading to such a degree or a LL.M. if related;

OR

A combination of graduate courses leading to a doctoral degree and specialized experience that would, in combination, meet the specialized experience requirements for the position to be filled.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service, or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Reviewing, analyzing, evaluating and interpreting regulations and policies and provides management with objective based information for making decisions on the administrative and programmatic aspects of fiscal budget and staffing resources.
  • Ensuring the alignment of organizational goals and policies and the requirements of program and/or work activities and assists management in developing approaches to address current and anticipated budget/staffing problems and issues.
  • Working closely with Management to develop an in-depth understanding of program operations and budgetary needs.
  • Performing vital research and data analyses on contractual, budgetary and staffing actions and serves as a troubleshooter and data researcher for sensitive problems and issues resulting from management inquiries from the organizational offices.
  • Executing appropriated funding through the management and tracking of commitments, obligations, and expenditures. Reviews budget object classes against payroll accounting reports, and analyzes the expenditure of funds through the evaluation of accounting reports, payroll reports, travel reports, purchase and fleet card reports.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Your qualifications will be evaluated on the following competencies that are relevant to the duties of this position and must be fully supported by information in your resume:
  • Knowledge of the Federal budget process to include budget and financial management principles; knowledge of the Office of Management and Budget (OMB) federal financial management and procurement policies, circulars, guides and memoranda.
  • Knowledge of budget concepts, principles, practices, laws, policies, and regulations of one or more functional areas, such as budget formulation and budget execution, for the purpose of reviewing and analyzing budget requests, allocations and expenditures. Must have applied experience in appropriations law and control of budget resources.
  • Skill in determining objectives and strategies in order to meet goals; organizes work, sets priorities, and determines resource requirements; anticipates opportunities and assess potential threats to contract or budget actions; monitors and evaluates the progress and outcomes of projects and programmatic budget actions.
  • Skill in making well-informed, effective and timely decisions, even when data is limited. Able to perceive the impact of decisions and offer alternative solutions. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  • Ability to prepare, analyze and evaluate spend plans, purchase requests (PRs), status of funds, and prepare formal financial reports for VIPR Program Management, the Operations Management Division (OMD) and the Chief Financial Officer (CFO).
