Responsibilities

  • Principal Deputy and advisor to the Deputy Inspector General (DIG) for Investigations on matters related to the conduct of criminal investigative functions.
  • Provides expert advice and assistance in the development and implementation of law enforcement policies, procedures and objectives for the overall DCIS program.
  • Manages all programs and processes within DCIS, which support the establishment, maintenance and execution of effective and efficient criminal investigative programs.
  • Responsible for activities in the areas of planning, policy, program execution, quality assurance, in-house training, employee development and recruitment, mentoring, and sponsor programs, special projects, and administrative support
  • Represents the DIG in numerous capacities including in DIGs absence; directs the implementation of DCIS strategic planning, supervises field leadership, and the development of effective performance based metrics in support of the DCIS mission.
  • Serves as a first line supervisor and evaluates the performances of DCIS? Special-Agents-in-Charge (SACs).
  • Maintains regular and effective communications with SACs and other field office (FO) and Headquarters management officials to ensure awareness of changes in DCIS processes, procedures, or requirements.
  • Develops operational policies for use by the FOs in conducting criminal investigations. Conducts operational reviews of each FO on the quality and timeliness of investigations and overall productivity. Manages various investigative programs.
  • Manages and coordinates criminal investigative matters among FOs, with other investigative units of the military departments, Federal, state and local governments, and the Department of Justice.
  • Ensures suspected criminal activities are identified and brought to the attention of the Inspector General and appropriate prosecution agencies.
  • Develops, plans, and ensures that procedures for criminal investigations, which cut across Service lines, are in accordance with current DoD and Council of the Inspectors General on Integrity and Efficiency (CIGIE) policy.
  • Visits operating field offices to determine if investigations are being processed in accordance with established standards and policies. Meets with employees to discuss executive initiatives, and gain feedback on operations and work/life balance.
  • Ensures that the full range of investigative techniques and law enforcement procedures, to include the use of IG subpoenas, polygraphs, consensual monitoring, and undercover operations, are used in the conduct of investigations, as appropriate.
  • Ensures that all employees and applicants for employment receive fair and equitable treatment consistent with Federal merit system principles (5 U.S.C. 2301(b) (2)).

  • Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment.
  • Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978, and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment to the SES in accordance with DoD Directive 1403.03.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI) security clearance.
  • Incumbent may be required to travel in the Continental United States and to overseas locations. The incumbent will also be required to meet the requirements of the Lautenberg amendment.
  • Incumbent will be required to qualify, and maintain qualification, with a 9mm handgun.


Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) listed below.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed ECQs and MTQs.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs)

The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports the MTQ. Narratives should not exceed 2 pages per MTQ. Failure to address specific MTQs will eliminate you from consideration:

1.) Demonstrates broad knowledge of the fields of criminal investigation and law enforcement; investigative policies; administration of investigative programs; and functions and jurisdictions of other Federal, State, and local agencies.

2.) Demonstrates extensive experience in the strategic management of human capital, financial management, and information management resources.

3.) Demonstrates an enterprise perspective in planning for and leading a large organization that conducts complex, multi-location criminal investigations. The incumbent must possess an awareness and understanding of individual and organizational responsibilities in relation to DoD and government-wide strategic priorities as well as a comprehensive understanding and awareness of the DoD OIG's criminal investigative mission.

4.) Demonstrates skill and success establishing and maintaining effective working relationships with diverse individuals and groups to attain DoD OIG objectives, and experience working with various DoD agencies and other Federal law enforcement agencies.

EXECUTIVE CORE QUALIFICATIONS (ECQS)

The ECQs describe the leadership skills needed to succeed in the SES and are in addition to the MTQs listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five ECQs. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. These ECQs must be addressed in a separate narrative statement not to exceed 10 pages. Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.
