Responsibilities

  • Supervises and directs the operations, activities and personnel resources within a branch or section of the Military Pay Operations.
  • Conducts on-going work analysis throughout assigned branch or section, implements new procedures as directed, handles difficult customer cases or issues and performs time sensitive functional reviews.
  • Reviews and analyzes operational reports for errors and determines areas where corrective action is needed. As a result of the analyses/evaluation, determines if there is a need to establish or revise standard operation or desk procedures.
  • Determines the adequacy of financial internal control systems. Determines risk to fraud, waste, abuse, and security safeguards and ensures that internal controls built into financial systems are operating properly.
  • Performs or directs special audits and prepares a checklist to report error findings. Analyzes findings and prepares reports to detail error trends and corrective actions.

Qualifications

Time in Grade:
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

Specialized Experience:
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.

Specialized experience is defined as experience standard financial operating practices, procedures, regulations, precedents, policies and guides pertaining to military pay sufficient to provide technical oversight, perform research and investigate common problems or errors.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL (2 grade): Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
