Summary

This position is located at Bureau of Engraving and Printing,ACCOUNTING DIVISION. As a Accountant, you will oversee the daily accounting operations, financial reporting & reconciliations, Month & Year End close, and internal controls. BEP is seeking a talented and highly motivated professional who can suggest improvements to accounting processes and identifies measures to improve efficiency and effectiveness.

Responsibilities

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

• Successful completion of at least 1-year of continuous service;
• Completion of at least 40 hours of interactive training;
• Demonstration of successful job performance; and
• Meet the qualification standards for the position to which the Recent Graduate may be converted.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

• Serve as an Accountant to perform professional work requiring the application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements.
• Prepare, analyze, interpret and evaluate accounting and financial policies, systems data, to OFM management and high level officials throughout BEP.
• Provide advice and analyze to management regarding accounting programs, financial systems and public and private businesses by reviewing obligations, reconciling contracts and reviewing and reconciling subsidiary ledgers.
• Participate with Systems Accountants in the design, implementation and assessment of internal control processes and systems.
• Identify accounting needs not met by the prescribed system, recommend improvements in accounting and financial procedures or services, and submit systems change requests.

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years* (or within the next 9 months), completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; for more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.
For the GS-9, you must have one year of experience at the GS-7 level or equivalent, in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience with application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements;
AND
- Experience coordinating and analyzing accounting procedures to resolve operational problems.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
A combination of the education and experience listed above (1 and 2) in which my percentage of specialized experience and education totals to 100%. (For example: the completion of 27 semester hours of graduate level education and 6 months of specialized experience equivalent to the GS-7.) Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

For the GS-7, you must have one year of experience at the GS-5 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade includes:
- Experience with application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements.
OR
You may substitute education for specialized experience as follows: completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) or have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.

Basic Requirements:
Degree: 4 year degree in accounting; or a 4 year degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
